Position Overview:
The Town of Castle Rock has an outstanding opportunity for a Sales Tax/PIF Specialist in our Finance Department. This position performs processing and analysis of Sales Tax and public improvement fees (PIF) and ensures tax/fee compliance by conducting collection and enforcement activities. Processes promenade public improvement fees and Encore public improvement fees, sales and use tax returns on a daily basis verifying accuracy and makes necessary corrections. Performs duties in a manner consistent with the stated values of the organization.
Essential Duties and Responsibilities:

  • Prepares monthly Sales Tax reports, charts and trending for the Finance Director & Assistant Finance Director - Budget & Revenue prior to distribution to the Town Manager and Town Council.
  • Processes all incoming Sales Tax, public improvement fee payments, Promenade PIF Credit and Add-On PIF payments.
  • Prepares Promenade and Encore PIF payment verification, tracking, enforcement letters and reports for distribution to the Promenade at Castle Rock Metro District No 2 and the Town of Castle Rock Assistant Finance Director - Budget & Revenue. Responsible for streamlining process to ensure accuracy and more efficient results.
  • Completes monthly Promenade and Encore PIF reconciliations.
  • Completes annual Sales Tax reconciliation with Accounting Division.
  • Processes, tracks, and reports on all incoming Lodger's Tax payments for Finance Director and Assistant Finance Director - Budget & Revenue to be supplied to Town Manager and Town Council.
  • Prepares reports for Sales Tax, PIF and Lodger's Tax trending and forecasting for the Finance Director and Assistant Finance Director - Budget & Revenue.
  • Compliance, tracking, reporting and payment processing of economic incentive agreements.
  • Reports, tracks and pays DDA Sales Tax pledge agreements for Assistant Finance Director - Budget & Revenue.
  • Prepares informal reporting for the DDA, BID, and GID for the Assistant Finance Director - Budget & Revenue.
  • Conducts reviews of refund requests; requests additional backup documentation in support of refund claims; communicates results of refund review to supervisor and requester.
  • Serves as the new business liaison in Castle Rock. Educates and communicates with new businesses on Sales Tax, building use tax and PIF requirements to ensure compliance and provides new business information.
  • Communicates with businesses in person and over the phone to explain and ensure proper Sales Tax rates are being charged, collected, and remitted.
  • Conducts annual audits of Promenade and Encore PIF receipts to ensure compliance; works with business owners on corrections needed to adhere to PIF requirements.
  • Participates in distraint proceedings against businesses seized by the Town. This includes preparing and serving hard copy distraint papers, securing all real and personal property seized by the Town, conducting a physical inventory of the property, and communicating with auctioneer to liquidate the property.
  • Responds to customer questions and/or problems in person and written communication.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  • Reads and reviews various computer generated enforcement reports for accuracy; compiles and inputs enforcement and audit data into the Sales Tax System.
  • Makes necessary adjustments and changes to the current software system - serves as point of contact for any software issues - expected to solve problems related to software with minimal supervision
  • Coordinates Sales Tax team to respond to incoming questions and requests for help received through the Town's Sales Tax hotline, Sales Tax email, and drop-ins at the front desk.
  • Assists with preparing Ad Hoc, financial, audit, and enforcement reports as assigned.
  • Establishes and maintains electronic and paper vendor files. Files returns and taxpayer correspondence, searches files and retrieves information. Archives division documents and data.
  • Performs verbal and written follow-up on delinquent taxpayer accounts. Prepares and distributes assessment letters on a monthly basis.
  • Collects bad checks written in payment of taxes or license fees owed.
  • Assists in the development and updating of Division procedures and policies.
  • Processes journal vouchers for refunds and system adjustments.
  • Assists vendors in preparation of returns, and opens and closes vendor accounts.
  • Prepares and serves Municipal Court summonses to businesses and taxpayers when applicable. Provides testimony in courtroom proceedings, if necessary.
  • Commutes to county and other government offices to file tax liens.
  • Tracks and reports on all business bankruptcy notifications obtained by the Town.
  • Serves as backup to the Sr. Customer Service Representative / Finance, Sales Tax Auditor, Revenue Manager, and other Finance Department functions as needed.
  • Performs other duties as assigned or required.

Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: High School Diploma or GED Equivalent supplemented by college-level courses in accounting or a related field.
Experience: At least two (2) years of experience in non-professional accounting or tax experience; or any equivalent combination of education, training, and experience.
Licenses and/or Certifications: valid Colorado Driver's License
Knowledge, Skills, and Abilities:
  • Knowledge of basic accounting methods, EDP procedures, and internal controls.
  • Knowledge of Town's tax processing, collection and enforcement policies, goals, and procedures.
  • Skill in dealing with the public which requires considerable tact and involves a high knowledge of Municipal Code and Sales Tax Division programs, policies and procedures.
  • Skill in performing tax licensing and collection processes.
  • Skill in performing mathematical computations, including addition, subtraction, multiplication, division, and calculating percentages.
  • Ability to communicate clearly and effectively verbally and in writing to obtain and share information, clarify details, and follow instructions, including the ability to maintain composure while communicating with upset or angry taxpayers.
  • Ability to establish and maintain effective working relationships with other employees, the public, and outside agencies.
  • Ability to proficiently operate a 10-key.
  • Knowledge of standard office terminology, procedures, routines and equipment.
  • Working knowledge of Microsoft office products including Word, Excel and Outlook, and familiarity with conducting research via the internet.
  • Skill in operating a variety of modern office equipment, including personal computers, printers, copy machines, fax machines, 10-key, telephones and other office equipment.

Physical Demands:
  • Sedentary work for long periods of time

  • Occasional lifting, carrying, walking and standing
  • Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
  • Frequent hand/eye coordination to operate personal computer and office equipment
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens

Work Environment:
  • Works primarily in a clean, comfortable environment

Equipment Used:
  • Uses standard office equipment including a personal computer system
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
