JOB PURPOSE
The Safety Operations Administrator (SOA) is responsible for achieving optimum health and safety compliance and performance at UNLV Health and UNLV Health Clinics in a professional manner by being a content expert, technical advisor, and leader on safety and emergency management issues. The SOA is responsible for developing, coordinating, and implementing the Environment of Care, Life Safety and Emergency Management Programs within UNLV Health and UNLV Health Clinics. The SOA will utilize in-depth knowledge of public health aspects of bioterrorism, communicable disease, food-borne illnesses, environmental health emergencies, mass casualty incidents and mass fatalities to be an effective leader during all phases of emergency management. This position is responsible for the regulatory compliance, accreditation, and continuous survey readiness at all outpatient clinical sites related to Environment of Care, Emergency Management and Life Safety codes by establishing and maintaining necessary compliance mechanisms, training, inspections, documentation and activities, in conjunction with key stakeholders and the leadership team. The SOA will create the safest possible physical environment for patients, staff, visitors, and students to ensure patients receive the highest standard of care by identifying and addressing potential risks. Pay range for this position is $84,476-100,957 per year, based on years of experience.

MAJOR RESPONSIBILITIES
  • Organizes and conducts risk assessments, drills, inspections, audits, and training required by federal, state, and local authorities enforcing preventative measures and ensuring compliance of life safety standards. Documents these activities and follow-up on any concerns or safety issues encountered. Assists in maintaining the records required by all authorities as well as ensuring compliance with all emergency management, life safety, and environment of care standards deemed by the accreditation body.
  • Directs the planning, development and execution of Environment of Care management plans, policies, training exercises, and outreach programs for UNLV Health and UNLV Health Clinics. Develops a framework of the UNLV Health/UNLV Health Clinics Safety Committee. Builds, updates and manages Evacuation Plan Policy and Emergency/ Escalation call tree protocol.
  • Manage the Emergency Operations Plan / All Hazards Plan utilizing FEMA and State/National guidelines and regulations
  • Develop a training program for all incidents falling under the oversight of the All-Hazards Plan
  • Oversees installations (items are hung according to height regulations), maintenance and/or disposal of substances etc.
  • Ensures that all emergency, fire, and life safety documents are current and accessible to all employees through multiple formats (intranet, team drives, QR codes, etc.). Operates as point person for collecting, updating, and maintaining all clinic safety data sheets (SDS), providing multiple access points for all current and potential users. Stays up-to-date with federal and state recommendations for Emergency Management.
  • Partners with the Executive Director of Clinical Operations, Clinic Administrators and Space and Facilities team training plan for fire, safety, emergency management, and life safety. Informs and educates departmental personnel of federal and state guidelines related to safety on functional responsibilities through ongoing training. Inspect premises and the work of personnel to identify issues or non-conformity (e.g. not using protective equipment)
  • Understands and is able to utilize that understanding in developing the following plans for UNLV Health in conjunction with other healthcare partners (medical professionals, executive director of clinical operations, compliance department) for the current clinical spaces and/or any future clinical spaces: Security Risk Assessment (SRA), Oxygen/Medical Gases Risk Assessment (ORA), Infection Control Risk Assessment (ICRA), Disaster, emergency, and vulnerability assessment (DEVA), Disaster plan for Water supply and Ventilation Emergency, and an Behavioral and Mental Health Patient Injury and Suicide Prevention Assessment). Ensure that all existing and/or future clinical building spaces for UNLV Health are following best practice by understanding the operational scope and purpose of each space project(s).
  • Reduce risk - Protect pharmaceutical and medical equipment through continued development, implementation, and management of SensaPhone monitoring system projects for all building power and appliances. Ensures that all clinical staff who are assigned a primary and secondary role have documented sensaphone training. Understands the importance of keeping the Sensaphone policy up to date with current practice and spot checks compliance throughout clinics
  • Manage and facilitate a smooth transition of duties of the day-to-day facilities tasks and dispatch of work orders, daily staff briefings, and daily schedule workflow in the clinics.
  • Manage UNLV Health clinic door security (access) and point of contact
  • Coordinate with property management operational leadership at UNLV Health location, UNLV Health clinic cleaning service, and biohazard pick up service at UNLV Health Clinics
  • Works in collaboration with campus security, metro, 911 dispatch, fire, and emergency services. Is the liaison for UNLV Health to ensure timely reporting of any safety incidents or events
  • Serves as the main point of contact for alarm systems or issues regarding safety, the Bio Med services for all UNLV Health bio med equipment, service agreements for the equipment in the UNLV Health clinics, and the service agreement for Liquid Nitrogen and O2 (airgas)

EDUCATION / CERTIFICATION REQUIREMENTS
  • Bachelor's Degree in Occupational Health, Health Management, and/or related field preferred
  • Certificate in Occupational Health and Safety required
  • OSHA 30 certified (must be obtained within 3 months of hire)

QUALIFICATIONS
  • Minimum of ten (10) years of experience in Occupational Safety, Environmental Compliance, and/or related field
  • Advanced knowledge of OSHA/EPA and procedures
  • Advanced knowledge of potentially hazardous materials or practices
  • Intermediate knowledge of ANSI/ASHRAE/ASHE Standards
  • Experience in writing reports and policies for health and safety
  • Familiarity with conducting data analysis and reporting statistics
  • Proficient in Excel and Google Workspace
  • Prior history of coordination and collaboration across multiple disciplines.
  • Able to work effectively in a team environment: commitment to the mission, vision, and values across campus.
  • Ability to effectively, professionally, and tactfully interact and communicate both orally and in writing with faculty, staff, students, and patients.
