Job description

General description
  • HSE is a line responsibility. This means that any leader is responsible for the HSE within his/her area of responsibility.
  • The Safety Officer shall assist the rig management in ensuring that the health, safety and environmental work on the unit complies with the established Health Safety and Environment, HSE, policy and guidelines and that the work is in compliance with regulatory and client requirements.
  • The Safety Officer shall be supporting all departments and crew on board the rig to identify hazards and educate them in the Noble Management System.
  • The Safety Officer shall participate in daily Work Permit review, Safe Job Analysis, toolbox talk and conduct work permit audits. He/she should also support the safety culture on board the rig.
  • It is the Safety Officer responsibility to enhance the general HSE level in all departments as well as finding good solutions based on requirements from the authorities, client and Noble management system.
  • The Safety Officer is expected to be in the working areas for more than 7 hours out of his/her 12 hour shift.
  • He/she shall be visible in the HSE work on the rig Primary Tasks:
  • Promote and implement Nobles HSE policy.
  • Promote Stop job directive
  • Use the lesson learned database for experience transfer on all levels on the rig.
  • Ensure that correct safety and occupational health procedures are followed in daily operations
  • Lead/Participate in conducting accident investigations as necessary.
  • The Safety Officer shall ensure correct use of personal protective equipment. The Safety Officer shall furthermore participate in the regular safety inspections onboard together with the management and safety organization. Through these inspections he/she shall see to it that the safety work is carried out in accordance with the established HSE policies as well as instructions and routines issued.
  • The Safety Officer shall contribute to safety meetings, welcome on board meetings, planning meetings and other relevant meetings where HSE is part of the agenda.
  • Give advice in connection with safety critical operations.
  • The Safety Officer shall support the induction of new personnel
  • If the buddy system is not in place, the Safety Officer will ensure that personnel are made familiar with the external part of the rig.
  • The Safety Officer shall verify that personal injuries onboard the unit is recorded and reported. It is also incumbent on him/her to make certain that incidents leading to personal injuries are followed up and recorded with a view to the work of preventing such incidents and the necessary statistics use the system, Synergi®, in the preventive work
  • The Safety Officer shall support the safety training onboard and shall amongst others take part in the rescue unit, fire-fighting unit, emergency-preparedness exercises, fire teams, MOB teams and lifeboat captain training.
  • Conduct daily work permit audits and quality reviews Secondary Tasks:
  • The Safety Officer can assist in ensuring that risk analyses, emergency- preparedness analyses, emergency-preparedness and contingency plans, muster cards and alarm instructions are updated and adhered to
  • The Safety Officer can assist maintaining the system of planning, carrying out and following up exercises and training onboard the rigs. This includes seeing to it that exercise plans.
  • The Safety Officer can assist in ensuring that the unit is equipped with appropriate located safety appliances, fire-fighting and safety equipment as required by the laws and regulations in force.
  • Assist in promoting safety awareness campaigns
  • The Safety Officer can assist with the daily follow up of the Work Permit system including and assist in the administration of the system dedicated to this
  • The Safety Officer can monitor the process of source-separation of waste.
  • Assist in establishing yearly HSE plan.
Responsibility
  • It is the duty of the Safety Officer to seek and to enhance the general HSE level in all Departments.
  • Serve as a good example/coach in connection with the use of personal safety equipment, adherence to current procedures and instructions as well as his/her engagement in the daily preventive HSE work onboard the unit.
  • Acquire the necessary competence and stay updated on the relevant rules and regulations that are governing the activities of MDN.
  • Contribute towards ensuring that necessary safety routines and instructions are established and followed in accordance with the HSE policy adopted, both MDN and client.
  • Promote Stop job directive.
  • Coach all personnel onboard the unit in HSE related matters, including sub- contractors -, service company - and operators personnel.
  • Give advice in connection with safety critical operations.
  • Assist in establishing yearly HSE plan.
  • Carry out training, verifications and safety inspections on own initiative and upon request from platform management, onshore rig team or QHSSE manager.
  • Participate in and conduct accident investigations as requested.
  • Assist to ensure that all safety related gear and tools are maintained as required by current regulatory requirements.
  • Assist to ensure that risk analyses, emergency preparedness analyses, emergency preparedness and contingency plans, muster cards and alarm instructions are updated and adhered to.
  • Attend safety meetings, pre-shift meetings, planning meetings and other relevant meetings where HSE is part of the agenda
  • Participate in daily Work Permit meetings, participate in Safe Job analysis and assist in the administration of the system.
  • Conduct daily work permit audits and quality reviews.
  • Conduct daily Safe Talk conversations.
  • Participate in Tool Box Talks (TBTs).
  • Establish open and honest communication with the client’s onshore HSE drilling advisor.
  • Use the Lesson Learned database and assist Section Leaders to ensure experience transfer.
  • Assist with entering of Active cards in Synergi, and see to that incidents are reported in a timely manner. Follow up on reported incidents and use the system (Synergi®) in the preventive work.
  • Assist to ensure that personal injuries onboard the unit is recorded and reported.
Follow up on root causes leading to personal injuries, to prevent repetition of such incidents.
  • Carry out routine inspections and audits as required.
  • Assist in finding good solutions pertaining to orders and requirements from the authorities, client or those based on internal requirements.
  • Conduct training lessons as well assist in revision request for Management system “Sirius” for crews onboard.

The Safety Officer is delegated the authority required to fulfill the responsibilities and duties listed in this job description

Qualification requirements
Experience:
  • Previous HSSE work experience with minimum 4 years of offshore experience Certification Requirements:
  • Training according to training matrix Additional Skills
  • Good interpersonal skills with ability to communicate at all levels
  • Good verbal and written English skills
  • Conversant with environmental and quality management principles
  • Experience with safety management principles
  • Computer literate
