The City of Las Vegas invites applications for Safety & Health Officer. This position develops and administers various programs to ensure employee, contractor and visitor safety within a city department and ensures compliance with safety and health regulations, policies and procedures; and to perform a variety of tasks related to assigned area of responsibility.


Ideal Candidate:
The Department of Human Resources, Risk Management Division, is seeking a qualified Safety & Health Officer who has experience with in-class, on-site, and on the road training to support our City departments and the City of Las Vegas' 1100 vehicle fleet. The ideal candidate will have conducted numerous in-person training classes in a variety of disciplines. Attention to detail is a must for this position as student records must be kept up to date and available. Scheduling classes to support up to 450 students per year will be a requirement of this position which includes behind-the-wheel training for every student.


To develop and administer various programs to ensure employee, contractor and visitor safety within a city department; to ensure compliance with safety and health regulations, policies and procedures; and to perform a variety of tasks related to assigned area of responsibility.

Supervision Received and Exercised

Receives technical and functional direction from the city's Safety Administrator and Human Resources management. Receives direction from the Risk Manager or designee.

Exercises technical and functional supervision over managerial, professional, supervisory, technical and clerical staff.

Essential Functions:
  1. Prepare, present and coordinate various safety related training programs that may include, but are not limited to, Drivers Training, Workplace Safety, Hazard Communication, Lab Safety, Lock Out/Tag Out, Confined Space Entry, Fall Protection, Forklift Safety, Hearing Conservation, Blood borne Pathogens, and Ergonomics.
  2. Counsel management in determining solutions and policies to address workplace safety and health issues; recommend and develop internal safety and health rules, policies and guidelines, working in conjunction with Risk Management staff; evaluate and review operating procedures and safety precautions to minimize the potential for accident, injury or illness; prepare manuals and training outlines; implement approved rules, policies and guidelines.
  3. Serve as an active member of the city's Collision Review Committee and/or Safety Oversight Committee; chair regular employee driver's safety meetings.
  4. Conduct or coordinate workplace safety training, as directed, including classroom lectures, behind the wheel drivers training, demonstrations, hands-on instruction and impromptu meetings.
  5. Serve on city, county or inter-agency drivers training and safety committees that address broad workplace safety issues.
  6. Respond to emergency situations, which may occur outside normal working hours.
When Assigned to Safety and Health
  1. Develop, implement and monitor occupational safety and health, industrial hygiene and loss control programs in compliance with city-wide safety and loss control policies and state and federal regulations; provide recommendations to enhance occupational safety and health, loss control and industrial hygiene in the workplace and to reduce the cost, severity and frequency of industrial accidents and illness.
  2. Analyze hazards and develop risk assessments for both work sites and public areas surrounding city facilities; recommend and develop safety and health policies, plans and procedures to minimize risk to the public, employees and contractor employees.
  3. Conduct scheduled and unscheduled inspections to identify and document hazards, make recommendations for correction and ensure compliance with applicable regulations; conduct air and noise monitoring to make initial determination of potential employee exposure levels; notify appropriate staff of recommended feasible abatement methods.
  4. Function as a "competent person" as defined by OSHA,: "One who is capable of identifying existing and predictable hazards in the surroundings, or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them." (OSHA Regulations §1926 and §1910); ensure that sufficient numbers of "competent persons" are trained to provide needed oversight.
  5. Independently shut down a job or work site in the event of imminent danger or significant threat to safety or health.
  6. Conduct training for employees who use personal protective or other safety equipment in its proper use, selection, limitations, maintenance and replacement; observe employees at work to ensure that appropriate safety equipment is used properly and that established procedures are followed.
  7. Investigate safety and health complaints, accidents, injuries, incidents or other violations of safety policy or regulations; escalate to the Safety Administrator if appropriate; evaluate and discuss possible solutions with management, recommend best solution, document findings and recommendations, implement approved solution and communicate solution to affected employee population.
  8. Interact with state regulatory agencies and represent the city during negotiations to resolve regulatory violations or employee complaints.
  9. Ensure that employees adhere to all safety and environmental regulations regarding the storage, handling and disposal of hazardous substances.
  10. Notify management of violations of safety and environmental regulations and codes, make recommendations for correction, and follow up to ensure that violations have been corrected.
  11. Ensure that original records and files related to safety and health training, investigations, incidents and related issues are sent to the city's central repository in Human Resources; prepare a variety of narrative and statistical reports, correspondence and other documents as requested by management or in accordance with OSHA, state and federal requirements.
  12. May review construction design drawings to understand specifications for safety and fire code compliance.

When Assigned to Drivers Training

  1. Develop, prepare and deliver instructional activities that facilitate active learning experiences.
  2. Teach practical skills necessary for safe driving including functions of the vehicle; provide instruction on the parts and systems of the vehicle and their function as well as the on-road regulations.
  3. Provide instructor-led classroom theory and behind-the-wheel training in accordance with the approved curriculum.
  4. Instruct and monitor students in the use of learning materials and equipment.
  5. Encourage and monitor the progress of students. Provide appropriate feedback on students' performance and manage student behavior in the classroom, on the driving range and city streets.
  6. Investigate vehicle collisions and complete vehicle collision documentation and reports when required.
  7. Update all necessary records accurately and completely as required by law, prepare required reports of student activities and maintain daily attendance sheet when necessary.
Marginal Functions:
  1. Attend management staff meetings as required.
  2. Perform related duties and responsibilities as required.
Experience:

Four years of experience developing or administering an industrial safety program, or experience directly related to the essential functions.

Training:
Bachelor's degree from an accredited college or university with major in industrial hygiene, occupational safety, occupational health or a field closely related to the essential functions. A combination of formal education and directly related work experience may substitute for the degree.
License or Certificate:

Possession and maintenance of an applicable, valid driver's license on the date of application.

When Assigned to Drivers Training

Commercial Driver's License (CDL) is preferred.

Certification as a Drivers Trainer for Class C driver's license or CDL is preferred.

Employee must attend City sponsored Smith Systems Drivers Trainer training as requested by department management.

Applicable standards from the following organizations: National Fire Protection Association; American Conference of Governmental Industrial Hygienists; American Society of Heating, Refrigeration and Air-Conditioning Engineers, Inc.; American National Standards Institute; American Standard Testing Materials; International Municipal Signal Association.

Principles, practices, procedures and equipment related to industrial safety and hygiene.

When assigned to Drivers Training

Systems and functions of an automobile.

Theory of in person adult learning.

In-vehicle drivers training.

Physics of automobile movements as it relates to the tires on the roadway.

Vehicle collision investigations.
