JOB TITLE: Qualified Professional – SACOT Facilitator
SUPERVISED BY: Clinical Supervisor or Program Director
REQUIRED EDUCATIONAL/EXPERIENTIAL QUALIFICATIONS:
- Graduation from a four-year college or university in a human services or related field and two years of progressive substance abuse counseling experience, or an equivalent combination of education and experience.
- Possession of NCSAPPB certification as a CSAC or licensure as an LCAS, or registered with the NCSAPPB and practicing under the supervision of a CCS or CSI; or meets the criteria as a QSAP.
- Meets requirements under 10A NCAC 27G.0104 as a Qualified Professional for Substance Abuse.
GENERAL STATEMENT OF DUTIES:
Provides Substance Abuse Comprehensive Outpatient Treatment services for clients with complicated substance use and addictive problems.
DISTINGUISHING FEATURES OF THE CLASSIFICATION:
- Facilitates Substance Abuse Comprehensive Outpatient Treatment by providing individual counseling and support, group counseling and support, family counseling, training or support; urine drug screening; relapse prevention strategies, life skills, crisis contingency planning, disease management, treatment support activities adapted or specifically designed for persons with physical disabilities or persons with co-occurring disorders or mental illness and substance abuse/dependence or mental retardation/developmental disability and substance abuse/dependence.
- Provides case management and community support to arrange, link or integrate multiple services as well as assessment and reassessment of the client’s need for services. Informs the client about benefits, community resources, and services; arranges for clients to receive benefits and services; and monitors the provision of services.
- Works with emergency referrals, conducts community educational workshops, provides professional services to referrals from the judicial system and statewide institutions.
- Provides First Responder functions and services; develops and updates Crisis Plans; and responds telephonically or, when needed, face-to-face to crisis situations.
- Subject to inside environmental conditions and exposed to fumes, odors, dusts, mists, gasses or poor ventilation and subject to work in close quarters. Employees may be exposed to human body fluids and are covered by the OSHA rules and regulations on blood borne pathogens.
ESSENTIAL DUTIES AND TASKS: APPROX % OF TIME
60% Direct Services:
Counseling - Independently facilitates Substance Abuse Intensive Outpatient Program services = including group, individual and/or family counseling, case management, and urine drug screens.
15% Record Keeping: Maintains program and client records, monthly TASC reports, etc. completing paperwork in a timely, accurate and efficient manner in accordance with agency standards.
10% Indirect Services: Case management to coordinate services with other agencies such as TASC, SEC/TCC, DSS, schools etc. through collateral contacts and correspondence. Planning and preparing for group sessions and activities for clients.
10% Staff Development: Actively participates in assigned activities such as supervision meetings, trainings, etc.. Attends weekly case staffings and SAS team meetings.
5% Other: Tasks and responsibilities as assigned by supervisor and consistent with employees skills and knowledge.

RECRUITMENT AND SELECTION GUIDELINES:
- Meets requirements under 10A NCAC 27G.0104 as a Qualified Professional for Substance Abuse.
- Considerable knowledge of the practical application of different therapeutic approaches, group dynamics, crisis intervention, and family therapy.
- Considerable knowledge of community resources.
- Knowledge of the psycho-social, socioeconomic and behavioral problems and their treatment.
- Knowledge of laws, regulations, and policies which govern the program.
- Knowledge of medical terminology, disease processes and psycho-pharmacy.
- Skill in establishing rapport with a client and/or family and applying techniques of assessing psycho-social, behavioral, and psychological aspects of the client.
- Ability to establish and maintain effective working relationships with co-workers, supervisors, and members of civic, medical, social, and religious organizations.
- Ability to formulate treatment goals and to record concisely required documentation.
- Must be able to physically perform the basic life operational functions of stooping, reaching, and walking, fingering, grasping, talking, hearing, and performing repetitive motions.
- Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force constantly or frequently to move objects.
- Must possess the visual acuity to perform extensive reading.
Salary range-Dependent on qualifications and experience. Compensation is $47,000 USD per year to $52,000 USD per year.
