GENERAL DESCRIPTION

Performs highly complex (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing a variety of duties encompassing the agency's physical assets and facility issues programs.  May supervise the work of others. Works under general supervision, with moderate latitude for the use of imitative and independent judgment.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Develop or update the agency's asset management plan and Standard Operating Procedures (SOP) that identifies, tracks, and monitors the transfer and use of controlled and capital assets.
  • Collaborate with Information Technology Services (ITS) to build and design the layout for a storeroom to secure the agency's controlled assets.
  • Coordinate with Procurement, Finance, and mailroom to ensure all incoming products are accurately received, identified, and labeled as Railroad Commission assets. 
  • Works with mailroom 
  • Maintain accurate records of incoming assets, assign asset numbers to items, and monitor assets records following the asset management and agency guidelines.
  • Dispose of the agency's surplus property as required by the Texas Government code.
  • Manage the planning, development, implementation, analysis, and documentation of the asset management program to ensure successful completion of annual certification.
  • Monitors and reviews compliance with program policies and procedures, statutes, and rules for assigned program. 
  • Review and evaluate existing program methods, outputs, and activities to identify gaps in resources and recommend improvements to develop best practices and excellent customer service.
  • Serves as the receiving clerk for incoming controlled and capital assets. 
  • Performs other duties as assigned.
  • 15% overnight travel, as required.
  • Punctual and regular attendance are essential functions of the job.
  • This is Monday - Friday, 8am - 5pm, 100% in-office position.

Experience and Education

  • Bachelor's degree from an accredited four-year college or university.
  • Experience and education may be substituted for one another.
  • Strong proficiency with Outlook, Excel, and other Microsoft Office
  • Strong customer service skills.
  • Strong knowledge of general office practices and procedures, recordkeeping, and file management
  • CAPPS, SPA, USAS, Agile experience, preferred.
  • Valid Texas driver's license and good driving record.

 

Knowledge, Skills, and Abilities

  • Ability to prepare, organize, and maintain records, files, and reports.
  • Ability to transfer inventory or materials from one location to another.
  • Excellent attention to detail.
  • Ability to multitask and handle deadline pressures.
  • Ability to communicate effectively with a wide range of people.
  • Must have a willingness to learn and receive feedback.
  • Must maintain confidentiality of information and material.
  • Must be at least 18 and have valid US Driver's License.
  • Ability to work as a member of a team and independently.
  • Ability to maintain professional appearance and demeanor in accordance with division and agency policy.
  • Ability to work Monday through Friday with occasional work in excess of 40 hours per week.
  • Ability to lift at least 30 pounds
  • Must be reliable and maintain consistent and regular attendance.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
