Position
Under general direction, to supervise, assign, coordinate, and review the work of staff responsible for road maintenance, repair, and construction within an assigned area of the County or a Countywide bridge or work crew; to direct snow removal work; to perform highly skilled heavy road and bridge construction and maintenance equipment operation; and to do related work as required.
SUPERVISION EXERCISED
Exercises direct supervision over an assigned maintenance crew.
Examples of Duties
Supervises, assigns, coordinates, reviews, and participates in the work of staff responsible for road and bridge maintenance, repair, and construction; provides supervision and training to assigned staff; assigns and evaluates staff work; directs snow removal work; directs and oversees the clearing of brush and weeds from rights-of-way and shoulders; maintains proper controls on labor, equipment, and materials used; inspects County roads, bridges and related facilities to determine the extent and cost of needed maintenance and repairs; estimates material, labor, and equipment needed; consults with the Road Commissioner in planning and laying out projects; assigns equipment for maximum utilization; promotes job safety and accident prevention; performs traffic control at work sites and during forest fires, traffic accidents, and hazardous spills; directs emergency repair operations; performs large hazardous tree removal; performs skilled heavy maintenance and construction equipment operation assignments; performs regular maintenance and repair assignments when necessary; responds to and deals with public complaints; ensures proper maintenance and upkeep of assigned equipment; oversees and participates in the preparation, completion, and maintenance of a variety of records and reports; prepares reports and necessary correspondence.

Knowledge of:
  • Principles of supervision, training and performance evaluation.
  • Methods, procedures, tools, materials, and equipment used in the construction, maintenance, and repair of county roads, bridges and related facilities.
  • Operation and maintenance of road and bridge maintenance heavy equipment.
  • Pertinent Federal, State, and local laws, codes, and regulations.
  • Geography and road locations of the assigned area of the County.
  • Safe work practices.
  • Cost, labor, equipment, and materials estimating for projects.

Skill to:
  • Operate heavy road and bridge maintenance and construction equipment safely and skillfully.
  • Operate a motor vehicle safely.
  • Perform heavy physical labor.

Ability to:
  • Supervise, assign, coordinate, and review the work of assigned staff.
  • Accurately estimate costs, time, equipment, and materials needed for road and bridge maintenance and construction projects.
  • Assign equipment for maximum project utilization.
  • Perform a variety of work assignments in the maintenance, repair and construction of roads, bridges, drainage systems, and related facilities.
  • Maintain time and equipment records.
  • Effectively represent the Road Department in contacts with the public.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

EXPERIENCE AND TRAINING GUIDELINES
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
Four (4) years of increasingly responsible experience in road or bridge maintenance and construction work, preferably including at least one year in a lead or supervisory position.
Training:Equivalent to the completion of the twelfth grade.
License or Certificate:
Possession of, or ability to obtain, an appropriate, valid Class "A" California Driver's License with endorsements for tankers and doubles issued by the State Department of Motor Vehicles. Some positions may also require the endorsement for hazardous materials.
Special Requirements:Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, climb, and lift 50 lbs.; exposure to cold, heat, noise, outdoors, vibration, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for on-call and stand-by.

Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for one or more of the assessments listed below. Passing score is 70% out of 100% on each assessment section.

PLACEMENT ON THE ELIGIBLE LIST:
The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.
Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.
PRE-EMPLOYMENT MEDICAL REQUIREMENTS:
As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary. Designated classifications* are also subject to a medical examination, which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and/or health care professional designated by the County.

  • 1 sick leave day per month (unlimited accrual);
  • 2 weeks paid vacation after 1 year, vacation accrual increasing thereafter with years of service (45 days maximum accrual);
  • Membership in the California Public Employees' Retirement System (CalPERS), with an enhanced 2.7% @ 55 retirement benefit formula (based on the highest 12 months with the employee paying 8% toward the retirement cost) for those individuals with current or prior qualifying public sector service that establishes eligibility as a "classic member" pursuant to the provisions of California's 2013 Pension Reform Act (Act) and CalPERS Regulations. Individuals with no current or prior qualifying public sector service, and who are defined as new members or new employees under the Act, will be eligible for the 2% @ 62 retirement benefit formula (based on the highest 36-months with the employee paying 7.75% toward the retirement cost);
  • County participates in the Public Employees' Retirement System Health Benefit Program and for certain selected health plans, the County pays 95% of health insurance premium for employee and 50% for either two-party or dependent coverage;
  • Additional salary increases after 10, 15, and 20 years of service.
