The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.
The Collection Division is responsible for maximizing taxpayer compliance by defining and implementing procedures for the collection of income taxes owed to the State of Louisiana. This includes examination of delinquent accounts and supporting documentation to verify failed compliance with tax laws resulting in the issuance of bills and the implementation of other collection processes.
ABOUT THIS POSITION:
The incumbent of this position is responsible for the handling of complex inquiries received by the Collection Division and from other department employees and taxpayers, in response to outstanding tax Issues for individual income and all business taxes. The incumbent is responsible for coordinating and maintaining a variety of technical programs utilized by the Department to enforce the collection of taxes after all other collection efforts have failed to protect the State's interest. The incumbent must be able to analyze legal documents and financial statements and make independent decisions concerning filing requirements, assessments, collection procedures, and corresponds daily with taxpayers, attorneys, CPA'S, mortgage companies, title companies, banks, and credit unions.
Specific Duties:
  • Reviews and analyzes Offers-in Compromise.
  • Evaluates financial statements to determine the taxpayer's ability to pay the amount due.
  • Confers with taxpayers and their representatives to obtain required documentation.
  • Approves and/or denies tax clearances for various permits/programs including but not limited to, ATC, Lottery, Video Poker, Enterprise Zone Contracts, Quality Job Contracts, Retention and Modernization Contracts, State Industrial Assistance contracts, contracts pertaining to ACT 211 and Corporations wishing to withdraw from the state (Secretary of State Clearances).
  • Issues Letters of Good Standing.
  • Provides technical assistance to the Business Tax Enforcement employees, auditors, Department's attorneys and tax officers in analyzing taxpayer's accounts and the Interpretation and application of Departmental policies and procedures.

This position has a Special Entrance Rate (SER):
The Revenue Tax Specialist 1 (AS-612) has a starting rate of: $17.79/hourly; $1423.20 biweekly.
The Revenue Tax Specialist 2 (AS-613) has a starting rate of: $19.04/hourly; $1523.20 biweekly.
**Note regarding the advertised pay range: The Revenue Tax Specialist series has an established special entrance rate (SER) that is set above the minimum of the pay range. The maximum amount listed is the maximum salary a person can make while in this title and NOT the maximum amount we are allowed to pay a new hire.**

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree with six semester hours in any of the following: accounting, business, economics, finance, management, information systems management, or quantitative methods.
SUBSTITUTIONS (FOR THE BACCALAUREATE DEGREE ONLY):
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTES:
There can be no substitution for the required semester hours.
NOTE:
Any college hours or degree must be from an accredited college or university.

Audits filed tax returns and supporting documentation to ensure compliance with applicable State laws, based on the specific tax being audited.
Calculates penalty and interest as necessary, and makes appropriate adjustments to taxpayers' accounts.
Reviews applications for credits, exemptions, lower tax rates, and/or penalty waivers; determines eligibility and issues authorizations for such.
Issues bills, warrants, and/or liens in order to collect taxes owed; releases such measures once taxes are collected.
Confirms refund amounts, processes and issues refunds through computer tax system.
Research and resolves discrepancies regarding such issues as incorrect taxpayer address, bank errors, returned refunds, etc; reissues refund checks as needed.
