Cardinal Point Captains, Inc. (CPC) is seeking an experienced and qualified individual to serve as a Restoration Specialist / Resource Protection Specialist to support the National Oceanic and Atmospheric Administration's (NOAA) Greater Farallones National Marine Sanctuary (GFNMS) and Cordell Bank National Marine Sanctuary (CBNMS) in San Francisco, California.
NOAA's National Marine Sanctuary teams along the north and central California coast implement regulations focusing on place-based management with communities. The Sanctuaries coordinate and participate in Resource Protection initiatives within CBNMS, GFNMS and Monterey Bay National Marine Sanctuary (MBNMS) on a broad array of issues, including damage assessments, restoration projects, ecosystem protection, coastal development, and wildlife disturbance. To assist in these efforts, the Restoration Specialist will work alongside NOAA's Resource Protection team and provide technical and policy services for restoration planning, identification, and evaluation of existing and emerging Resource Protection issues.
CPC is seeking a qualified candidate to provide oversight and implementation of multiple projects aimed at restoring habitats, species, and hydrologic functions in the coastal and marine environment and planning for future restoration projects. The applicants should have proven experience in planning, project management, environmental policy, restoration, and regulatory review as for research and restoration services.
Requirements
Duties include but are not limited to:
- Assist with writing, reviewing, and implementing restoration plans and associated action plans and reports that require compliance with the National Environmental Policy Act.
- Implement restoration plan activities in accordance with NEPA, Sanctuary regulations and permit criteria in 15 CFR 922, and ONMS performance measures.
- Assist with conducting or writing damage assessments as well as writing impact reports and restoration plans for NOAA enforcement and NOAA General Counsel, if needed.
- Develop slide decks/presentations, fact sheets and summary statements. Present the information to the Sanctuary Advisory Council and the public. Write website postings and news updates.
Qualifications
- Masters Degree.
- Available to work with Sanctuary staff during normal west coast business hours, attend meetings on a regular basis in person in San Francisco, and occasionally travel within the greater San Francisco Bay Area and the north-central California coast.
- Work experience with 1) coastal/marine Resource Protection, coastal/marine restoration or environmental management; 2) reviewing regulations and conducting environmental impact analysis; and 3) reviewing and/or implementing National Environmental Policy Act (NEPA) or California Environmental Quality Act (CEQA)-compliant documents.
- Demonstrated understanding of regulations, application of regulations to multi-agency permit categories, and conducting agency consultations.
- Knowledge of relevant federal and state statutes and regulations pertaining to ocean and coastal resources in the sanctuaries.
- Understanding of one or more of the following topics: damage assessment and restoration of the estuarine environment related to transitional habitat design, oyster restoration, eelgrass restoration, or mitigation from coastal development/shoreline activities; or damage assessment and restoration of the marine environment related to kelp restoration, fish habitat restoration, deep sea coral restoration, or sediment supply and transport planning.
- Experience working with diverse stakeholders on controversial topics.
- Experience with succinctly presenting complex issues to audiences orally and in writing.
- Able to lift and carry up to fifty (50) pounds.
- Preferred candidate will possess knowledge of mitigation techniques and compensatory restoration; benthic habitat protection including subtidal management or the protection of deep-sea habitats.
- Preferred candidate will possess knowledge of or experience with fisheries management agencies and/or marine protected area management.
- Preferred candidate will possess knowledge of the Office of National Marine Sanctuaries, the National Marine Sanctuaries Act, and subsequent regulations.
- Preferred candidate will possess understanding of fisheries and fishery management actions.
- Preferred candidate will possess project management or program management experience and skills.
