Job description

Researcher, Digital Service NetworkIntergovernmental Software Collaborative Beeck Center Georgetown University
Located in a historic neighborhood in the nation's capital, Georgetown offers rigorous academic programs, a global perspective, exciting ways to take advantage of Washington, D.C., and a commitment to social justice. Our community is a tight knit group of remarkable individuals interested in intellectual inquiry and making a difference in the world.
Requirements
Researcher, Digital Service Network + Intergovernmental Software Collaborative - Beeck Center - Georgetown University
Georgetown's Beeck Center for Social Impact and Innovation was founded in 2014 to provide training and experiential opportunities for students, faculty, and global leaders to enact solution-based social change.
Job Overview
Beeck Center Researchers are hired to join one or more of our project teams and turn big ideas into actionable insights. Our Researchers collect comprehensive information with, from, and about practitioners, in order to publish landscape scans, findings, stories, case examples, and insights to be shared across our networks. Researchers are critical for understanding opportunity spaces by documenting existing solutions and gaps where solutions can be created by the Beeck Center and partners in the public interest tech space.
Researchers are responsible for:
1. Developing methods for surfacing insights from across the field
2. Capturing and documenting what's happening (surveys, interviews, case studies, case examples, and summary reports)
3. Supporting their project team as they identify ways that the Beeck Center can better support the needs of government and public interest practitioners using data, technology, and design to drive toward better outcomes in society
About the Digital Service Network:
Across the United States and around the world, a number of governments are embarking on digital transformation efforts by launching innovation and Digital Service teams that drive digital transformation with human-centered design practices and iterative methodologies for service delivery. These teams incorporate roles like user researchers, human-centered designers, software developers, product managers, and data scientists. As new Digital Service teams take shape with pioneering methods and experiences, we have much to learn from them and them from each other.
While Digital Service teams have focused on building their services and methodologies, the Beeck Center has documented their work in order to learn from their experiences, to share about it more widely, and eventually scale Digital Service approaches that work. Now, we are activating a Digital Service Network: a supported community of practice for co-designed and peer-based collaborative policy design, advocacy, training, and technical assistance needed to improve service delivery. The Digital Service Network team currently consists of Fellow Aaron Snow, Researcher Sarah Scott-Rodriguez, an incoming Community Manager, and our Student Analysts. The Researcher will join them to play the critical role of inspiring what is possible, advocating for proven approaches across jurisdictions, and amplifying what works.
About the Intergovernmental Software Collaborative:
The Beeck Center's Intergovernmental Software Collaborative is bringing together U.S. software cooperatives to facilitate their development, replication, and scaling of shared software and services. This network-based project helps ensure all governments can build, adapt, and collaboratively maintain shared software in order to streamline procurement processes, alleviate the cost burdens on agencies delivering public services, and improve the success of the critical government software systems that underpin public policy.
Since 2020, we've activated a network of Intergovernmental Software cooperatives that all use shareable, interoperable, open source, and/or common-core software. The Intergovernmental Software Collaborative team consists of Fellow Shelby Switzer, Fellow Aaron Snow, a Community Manager, and our Student Analysts. The Researcher will join them to engage and grow this network to learn from them, support them in their existing work, and facilitate knowledge and best practice sharing among members. This team takes a hypothesis-driven approach to define the current barriers to intergovernmental collaboration and test out possible solutions, in the form of playbooks, open source tools, network events, and other resources. We combine experience from the field with in-depth research and an iterative, human-centered design approach to help make the “right thing” (i.e., collaborative software development) the easy thing for stakeholders at all points in the process.
Work Interactions and Work Mode Designation
Our Researchers work very closely and frequently with their project team (Fellows, a Community Manager, and Student Analysts). They report to Beeck Center Director of Programs Taylor Campbell and work closely with Director of Communications Shannon Felton Spence and Program Manager Grace Lacy-Hansell to track the development of their research and publications.
Researchers are charged with building and maintaining relationships with and among government and public-service practitioners and policy makers. They serve as domain experts and points of contact for members of our networks, which will include employees of agencies at all levels of government and employees of non-profit organizations.
Researchers also work to identify opportunities for collaboration across other teams at the Beeck Center and the broader Georgetown community.
Qualifications
Ideal candidates for this role have the following experience:
  • 4+ years of experience with conducting and publishing research, human-centered design, and/or writing for publications
  • Experience working in or in partnership with government
  • Expert-level writing and editing
  • Familiarity with the subject matter of the Beeck Center's project(s)
  • Demonstrated ability to publish insights for a specialized audience
  • Experience with group facilitation and learning
  • Commitment to centering equity in supporting government officials and public interest practitioners as they leverage data, design, and technology to improve service delivery
  • Flexible, adaptable workstyle, willingness to collaborate with the team, and ability to co-create something that's never been done before
