Job Description
Propel Financial Services makes loans secured by real estate, specializing in Texas property tax loans and commercial loans secured by non-owner-occupied property in Texas. Founded in 2007, Propel and it’s Hunter Kelsey brand have made over 65,000 loans. A byproduct of its lending is an inventory of property from defaulted loans. The REO Field Manager will assist the company with acquiring, preserving, and updating the properties for ultimate sale.
Essential Functions
The REO Field Manager will work directly with the REO Director to secure newly foreclosed properties and identify properties that will be rehabbed every quarter. The rehabs will consist of both single-family homes and commercial properties.
Pre-Foreclosure Evaluations:
- Assess condition and value of pre-foreclosed properties
- Obtain exterior pictures of the subject property slated for foreclosure as needed
- Identify area contractors/sub-contractors for individual projects
New Foreclosures/Evaluations:
- Assist with securing newly foreclosed properties
- Work with the REO Director to identify properties that may be good candidates for rehab
- Assist in efforts to obtain redemption waivers as needed
Rehabs and Make-Readies:
- Develop a pre-construction budget and estimates
- Coordinate all onsite activities including the workflow
- Ensure any work that requires a municipal sign-off is permitted
- Ensure projects are completed on budget and on time
REO Managed Properties:
- Work with the REO Manager to manage all property maintenance needs, including routine mowing as required by the city/county the property is located in
- Manage any code violations received, and resolve issues
Evictions/Cleanouts:
- Assist with identifying cleanout vendors
- Ensure property is secure
Other Duties:
- Maintain Contractor/Sub Contractor List
- Work with the REO Assistant regarding the hook up of utilities as needed for rehabs
- Vet contractors by researching all online sources, including any civil or criminal background information available
- Verify that all required documents are in the file before requesting checks for contractors, including final quote, contractor agreement, contractor vetting form, and W-9.

- At least 5 years of progressive responsibility in the construction industry
- College degree preferred but not required
- Willingness to drive across Texas, as much of 50% of the time
- Ability to handle multiple projects at the same time as well as prioritize and manage time efficiently
- Proven project management oversight
- Ability to communicate effectively with contractors, vendors, and real estate agents
- People-oriented, dedicated to customer service, extremely organized and attentive to detail
- Ability to work independently but also follow instructions
