Job description

Responsibilities:
Noblis MSD supports the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center Philadelphia Division (NSWCPD) in their mission to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. Noblis MSD is seeking a Cybersecurity Policy Executive to support Navy Programs.

The Cyber Security Senior Specialist must have extensive experience with U.S. Navy/DoD cybersecurity policies, including the full Risk Management Framework (RMF) lifecycle.

This is a remote position with no constraints on candidate location. However, candidates must be available during standard business hours in Philadelphia, PA/EST.

Responsibilities include:

  • Develop/update command-wide policies to address deficiencies from IG audit
  • Provide consultation, guidance and portfolio management for systems and software in compliance with Navy, DoD and federal requirements and policies.
  • Provide workflow support for web page and database design to meet CS program requirements and improve security of new and existing applications. The support shall include software requirements documentation, project planning, resource requirements and scheduling, configuration management, and software reengineering consultation to the Division to facilitate application consolidation, migration, retirement.
  • Ensure the appropriate treatment of risk, compliance, and assurance from internal and external perspectives.
  • Review security requirements, products, configurations and cybersecurity architectures for compliance with DoD policies.
Required Qualifications:
  • Bachelor's in Computer Science, Information Technology, or an equivalent technical degree from an accredited university or college.
  • This person will be IAM Level II; CISSP, CAP, CASP+ CE, CISM, GSLC, or CCISO baseline certification required.
  • 8 years of experience with writing command-wide policies, technical documents, strategic plans, designs, cybersecurity operations and procedures, as well as presenting and explaining those products/concepts to Senior Government leadership.
  • Active DoD Secret clearance or ability to obtain Secret clearance.
Desired Qualifications:
Additional consideration will be given to candidates with an active DoD Secret clearance.
Experience with US Navy Cyber Security.
Strong aptitude for technical writing regarding Cyber Security policies.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
