Job description

Responsibilities: Assist with post-award contract administration for prime and subcontracts to include Cost Plus Fixed Fee, Firm Fixed Price, and Time and Material contracts. Administer, monitor, and track contract performance and cost controls; ensure compliance with contract terms; and identify the need for funding, ceiling realignments, period of performance extensions, or updates to contractual clauses. Receive, analyze, and process contract and purchase order/task order modifications; update financial management and tracking systems; and communicate relevant information to the respective corporate department. Prepare modifications to subcontract agreements, analyze and track subcontract funding obligations, and develop Task Order modifications. Ensure compliance of regulations, policies, and procedures; and validate modifications related to ceiling and funding, level of effort, and period of performance. Receive, review, and process subcontractor invoices ensuring costs are within funding obligations. Develop ad hoc and monthly internal and external cost reports, review accuracy of invoices and vouchers, and submit contract deliverables in accordance with contract terms and timelines. Develop Estimates to Complete (ETCs) and Rough Orders of Magnitude (ROMs), analyze actual costs and expenditures, and make recommendations to Program Managers and customers for contract funding and ceiling matters. Review resumes and qualify employees against contract labor qualifications, prepare Limitation of Funds (LOF) letters, and maintain accurate and up-to-date records of all contractual documentation.

Education: Bachelor’s degree from an accredited university.

Allowable Substitution: An Associate’s degree and two additional years of experience within the DoD industry may be substituted for a Bachelor’s degree. High School diploma or equivalent and four additional years of experience.

Experience: Two (2) years of contracts experience within the DoD industry. The successful candidate should be detail oriented with strong organizational and problem-solving skills. Must be proficient in MS Word and MS Excel and possess strong verbal and written communication skills. Prior experience utilizing Deltek CostPoint is strongly desired.

Other: The ideal candidate will live in the Southern MD/DC Metro area as occasional office visits (California, MD) will be required for training and meeting purposes.
