Regulatory ManagerAre you a Regulatory Manager, with experience leading regulatory and permitting activities for new development projects from concept through construction in the U.S. and Canada. Are you ready to play your part in the journey to net-zero?Permitting activities will be led consistently with project requirements to advance the project through feasibility, design and construction into operation, and post completion environmental assessment and regulatory compliance. The Regulatory Manager will be responsible for Drax's submission for all required permits and regulatory approvals in each jurisdiction of development and construction. They will develop the regulatory plans, steward the regulatory processes, lead permitting activities, and coordinate activities into the project management plan, project design, execution, and construction.You will develop, maintain, and improve project regulatory programs to ensure accurate, streamlined, and timely information is available to the business for planning, ongoing project management and communication streams.

They will also drive progress against critical path tasks and to develop and record mitigation strategies as appropriate.You will be expected to work across Drax Horizons and departments with development of new projects, including ongoing day to day management of the contracts with advisors and contractors. Finally, relationship and stakeholder management will form a key facet of this role as they will strive to develop strong working relationship with internal technical leads and teams, technical supplier/contractors, and regulatory bodies in each jurisdiction to enable the project lead to develop a variety of projects, and the appropriate and expected outcomes.Dimensions:* Project manages the permit activity for all North America Capital Development.* Budget management and tracking permitting activities.* Oversees project activities and detailed project plans for reporting for a clear view of progress against milestones and critical path for project to deliver on time.* Management of RAID (Risks, Actions, Issues, Decisions) relating to permits and compliance to ensure that projects remain on track to permit the construction of projects.* Develops handover plans to operations team to ensure continued compliance of all required permits following successful commissioning of new projects.* Internal relationships - build relationships with development team project leads, Construction and Engineering Project Managers within H2 and HSE and other operations managers within H1 and provides input into development processes and controls as appropriate.* External relationships - liaises and builds relationships with external consultants for workstreams for permitting activities, to ensure they deliver on time and meet Drax requirements.* No direct reportsKey Accountabilities:* Develop and steward regulatory plan.* Manage engagement of external advisors and work with internal experts to deliver planning and permitting documentation for submission to appropriate bodies.* Manage tender process for permitting activities, including the definition of project needs and requirements, technical tender scoring, selection, contractor interviews and recording of decisions for transparent selection of engagements.* Ensure that deliverables required for permitting process are produced on time and to the level of accuracy and consistency required by Drax.* Monitor progress against plans and drive progress in critical permitting areas to ensure that project managers can take appropriate action to maintain schedule.* Drive value for new projects by contributing to design discussions, challenging the status quo and ensure that the most efficient alternative(s) available to achieve permit requirements are included in final designs.* Chair meetings of both internal and external participants, recording outcomes to monitor and progress H2 projects to ensure projects remain on schedule.* Represent Drax to external stakeholders including members of the public, local councils and statutory bodies* Identifying opportunities and risks, developing and actioning plans to capture opportunities, manage and mitigate risks* Prepare and present regulatory updates, issues, and solution proposals to senior management for ratification.* Preparing and obtaining required permits and approvals with feasible and achievable outcomes.* Coordinating regulatory plan with brownfield sites permits* Manage the regulatory stakeholder engagement, and Indigenous relations interface in collaboration with the Community Relations team to provide technical information supporting project permitting which requires:* Act as a conduit between regulatory agencies' internal teams, external contractors, and consultants to advance project design and execution aligned with regulatory requirements and company commitments.* Promotion of management and governance related to environmental matters.* Support the use of an Environmental Management Systems (EMS) to track and demonstrate compliance with the project's regulatory and environmental commitments and conditions.* Develop, maintain, and meet schedules and budgets for regulatory activities supporting achieving project schedule milestones through a robust and technically grounded strategy.* Provide technical guidance, coaching, and mentoring to other members of the project team and sustainability team.* Collaborate with team members on respective overlapping domains to ensure common objectives are established and achieved.* Proactively maintains knowledge of applicable legislation relevant to the Company's operations.* Maintain accountability with internal and external team members on key deliverables to drive a performance-based culture.* Influence safety behavior and support a culture of environmental respect.* Comply with HSE policies and guidelines.Knowledge, Skills and Experience required:* A relevant Business, Commercial, Project Management, Engineering, Environmental, or equivalent qualification to degree level* Demonstrable experience of supporting project teams with project co-ordination and implementation of sizeable projects.* Familiar with relevant US and Canadian regulations, federal, state, and provincial.* Project Management qualification is desirable* Good understanding of permitting planning processes and technical areas involved with the process.* Strong numerical and analytical skills with an ability to produce accurate work to tight timescales.* Good written and verbal communication and interpersonal skills.* Computer literate and competent in use of Microsoft applications, particularly Excel and SharePoint.* Ability to consider and challenge existing process and suggest on-going improvementsNice to Have* Prior EPA experience (or state environmental regulatory agency) would be highly desirable.* Experience supporting southern US locations and Canada* Capital projects experience, exploration projects or supporting an operating facility permit maintenance.Special Features:* Hybrid/flexible working will be permitted.* Travel to other Drax Group locations and/or project locations may be required (including international).Measures of Success:* Information Collection - all information and plans recorded and reported accurately to all parties in accordance with internal and external deadlines.* Development project specific regulatory plans with clear identification of risks and mitigations* Submittal of Planning applications and permit variations to meet the need of the business on time and with high levels of accuracy balancing technical information with public understanding.* Work packages for planning activities delivered to time and budget.Drax Values:* We care about what matters - $126,300The advertised salary range relates to British Columbia and is provided in accordance with the BC Pay Transparency Act. We recognize however that salaries are often driven by market forces in the local area where a candidate is based and accordingly the salary range may not apply outside of British Columbia.
