Job Duties
The Virginia Department of Emergency Management (VDEM) is seeking a Regional Recovery and Mitigation Specialist to join our Regional Team in Region Five. This position will provide support to assigned partners in Recovery and Mitigation in the immediate aftermath of an event under the direction of the Chief Regional Coordinator (CRC).
The Regional Recovery and Mitigation Specialist may provide support by participating in processes including, but not limited to: damage assessments, the use of various platforms designed to facilitate data collection, coordinating requests for public assistance, briefings, exploratory calls, recovery scoping meetings, mitigation opportunities, and site visits before and after a disaster declaration.
The Regional Recovery and Mitigation Specialist will also be responsible for planning, monitoring, and providing technical assistance to local, state, tribal, and non-profit grant and recovery programs to ensure compliance with rules and regulations. Technical assistance may include assistance with grant scope of work development, eligibility review, alignment to priorities, and implementation. Additionally, the incumbent in this position may be required to develop and provide resources to include training courses and associated communication and educational tools as required for disasters. As needed and with the approval of the CRC, the Regional Recovery and Mitigation Specialist may support leadership roles at the Joint Field Office and recovery centers.

Minimum Qualifications
• Considerable knowledge of emergency management, disaster services and experience with federal grant programs.
• Knowledge of the activities of local, state and federal government agencies during and after emergency incidents.
• Demonstrated ability to interpret policy and procedures; to read and interpret program, grant, and policy guidelines
• Demonstrated ability to work in a fast-paced environment
• Demonstrated ability to manage multiple projects and provide project management and organizational support within specified deadlines
• Proficiency with computers and Microsoft Applications
• Excellent organizational, analytical, problem-solving, decision-making, and communication (verbal & written) skills
• Ability to prepare written training material and delivery of material competently and concisely.
• A valid Driver's License, satisfactory driving record, and reliable transportation is required.
