DESCRIPTION

The Massachusetts Department of Public Health (MDPH), Bureau of Substance Addiction Services (BSAS) is seeking a dynamic and self-motivated professional to work closely with the Regional and Level of Care (LoC) managers and Office of Statistics and Evaluation(OSE) team, providing support to all data activities related data dissemination, outcomes reporting and quality assurance.

This position will support the development of data collection instruments and the creation of databases, including data entry and cleaning. Additionally, the position will assist in data analysis using the appropriate statistical methods, generating reports, summarizing results, and disseminating information as directed. The position will work with internal staff and external stakeholders and will be involved in coordinating, documenting, and participating in meetings, workgroups, or advisory groups to generate and disseminate meaningful information for Level of Care and regional level outcomes.

RESPONSIBILITIES

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • Provide support to LOC and regional managers related to data monitoring and participate in data improvement initiatives for continuous quality improvements, recommending opportunities to enhance data collection, processing, and analysis.
  • Utilize multi-source data, using established methodologies and data frameworks to describe treatment data and identify disparities in access to treatment. These duties require the manipulation of datasets using appropriate tools (Excel, SQL, Cognos, SAS) to support analysis based on project specifications and to troubleshoot and resolve data inconsistencies.
  • Apply treatment data to follow clients through the continuum of care and help to identify best practices.
  • Assist in preparing metrics and reports from findings for the Bureau and professional publications.
  • Support outcome analysis and convey statistics and analysis to the project team.
  • Coordinate, document, and participate in meetings, workgroups, or advisory groups to assure consistency with other units in Bureau.

QUALIFICATIONS

Required Qualifications:

  • Knowledge of the principles and practices of epidemiology, research methods and techniques, statistical report writing, survey design and development, and of the principles of biology and pathogenesis of diseases.
  • Experience analyzing and determining the applicability of epidemiological data, to conclude, and make appropriate recommendations.
  • Proficiency in reading and interpreting such documents as test results, technical manuals, etc.
  • Ability to recognize, evaluate and respond to emergencies; ability to adjust to changing situations to meet emergency or changing program or production requirements.

Preferred Qualifications:

  • Ability to understand, explain, and apply the laws, rules, and regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities.
  • Experience with SAS programming and data analysis.
  • Knowledge of computer applications in epidemiologic research.
  • Knowledge of the form, content, application, and limitations of existing agency databases and means of enhancing them and guaranteeing their integrity.

Pay: $64,110.64 - $77,208.52 per year
