POSITION SUMMARY
Mecklenburg County Park and Recreation is excited to add Recreation Superintendents to the team! These roles will support our Community Recreation Center Services division and under the leadership of the Division Director, will manage overall strategic facility and program planning, implement standards of operation, and develop partnerships for county-wide recreation services including sports, fitness, aquatics, and inclusive recreation services. The incumbents will have oversight of over 300 (full-time, part-time, temporary/seasonal) employees and be responsible for overall budget planning and management for their specified program areas. The selected candidate would have extensive experience in community recreation initiatives, strategic planning, and the proven ability to create and maintain a variety of internal and external partnerships. These positions may be required to work evenings and weekends based on business needs.

PREFERRED QUALIFICATIONS
  • 10 years of progressively responsible experience in program development and community recreation engagement
  • CPRP or CPRE Certification
  • Knowledge of current practices and trends in recreation programming

ESSENTIAL FUNCTIONS
  • Administer maintenance management plan
  • Assess community needs and priorities and develop recommendations and action plans based upon professional standards and judgment
  • Assure that work is performed in accordance with accepted trade practices and in a safe manner with little waste of time and materials
  • Attends required meetings
  • Collect information for long range schedules and prepare master schedule for fiscal year
  • Consult with Division Director on construction and maintenance problems and solutions.
  • Define work methods, practices and procedures to be followed by division/section staff
  • Determine best methods for communicating and coordinating efforts with the public, consultants, other agencies, etc.
  • Develop annual budgets, capital planning, monitor expenses and revenues
  • Establish employee work plans
  • Facilitate the flow of information across department and division staff
  • Investigate citizen complaints and makes recommendations for resolution if necessary
  • Investigate unsafe conditions and takes action for correction if necessary
  • Maintain, monitor and inspect inventories of equipment, supplies, rolling stock and facilities
  • Network with internal/external agencies, neighborhood associations, community organizations, and citizen advisory councils
  • Perform field inspections of projects underway
  • Provide leadership and direction for facility and grounds maintenance
  • Recommend hiring, evaluates employee performance, initiates merit increase, and conducts disciplinary action
  • Review and revise plans and specifications prepared by outside consultants
  • Study division operational methods in order to improve workflow and develop basic work standards
  • Supervise and participate in the work of maintenance personnel engaged in maintenance, repair, remodeling and renovation of facilities and grounds
  • Supervise county employees and contractors and oversee the completion of maintenance projects
  • Perform related work as required
  • Maintain adequate data from participants to evaluate future programming and opportunities

MINIMUM QUALIFICATIONS
  • Experience: Minimum of six (6) years of progressively responsible experience in recreation management, facility management, project management; One (1) year of supervisory experience
  • Education: Bachelor's degree in Public Administration, Park & Recreation Management or a related field.
  • Combination of relevant education and relevant experience accepted?: Yes
  • Licenses/Certifications: Requires a valid North Carolina or South Carolina Driver’s License and County Driving Privileges.
  • Computer Skills: Proficient in various computer applications

  • Maintenance methods, materials and equipment utilized in parks, greenways and other property upkeep and repair
  • Testing methods and procedures. Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
  • Principles and processes for providing customer services; this includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction
  • The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar

  • Expertise in area of assignment
