The City of Tacoma Environmental Services Department, Solid Waste Management Division, is seeking a skilled supervisor to join our collaborative team providing exceptional customer service at the Tacoma Recovery & Transfer Center (RTC). RTC Supervisors will, under the direction of an Environmental Services Assistant Division Manager, oversee and direct solid waste and household hazardous waste processing, transfer, disposal and recycling activities at the Tacoma Recovery and Transfer Center. This position will supervise, evaluate, assign, schedule and direct the work of assigned personnel; oversee the maintenance and security of assigned facility areas, buildings, and equipment; and prepare a variety of records and reports. This position will also coordinate with and assist other agencies, departments or Environmental Services staff.

LICENSING, CERTIFICATIONS AND OTHER LEGAL REQUIREMENTS:
A Washington driver's license is required at the time of application, or evidence of equivalent mobility, with maintenance thereafter. KNOWLEDGE:
  • Principles, practices and equipment used in processing, recycling, transfer and disposal of solid waste and household hazardous waste, solid waste management environmental systems and environmental programs
  • Applicable laws, codes, regulations, policies and procedures, such as WAC 173-303 (Dangerous Waste), WAC 173-351 (Solid Waste), and water quality regulations
  • Knowledge of hazardous chemicals, chemical incompatibility, and protection factors required for handling chemicals
  • Knowledge of City policies regarding personnel, work schedule and leave, EEO and legal, and risk management and safety
  • Applicable occupational hazards and safety precautions
  • Methods, equipment and materials used in building repair and modification
  • Computerized information system/record-keeping techniques
  • Proper methods of storing equipment, materials, and supplies
  • Principles and practices of supervision and training
  • Technical aspects of field of specialty
  • Organization, operations, policies and objectives of the Solid Waste Management Division
SKILLS:
  • Read, interpret, apply and explain codes, rules, regulations, plans, policies and procedures
  • Oversee and direct and daily activities of solid waste and household hazardous waste transfer, disposal and recycling operations to assure compliance with applicable regulations and ordinances
  • Management and supervisory skills, including planning, organizing, scheduling, establishing work priorities and working on multiple projects in a fast paced and diverse work environment
  • Train, supervise and evaluate personnel; assign and review the work of others
  • Develop and implement a preventative maintenance program for facilities and equipment
  • Analyze situations and systems accurately and adopt an effective course of action to resolve problems
  • Communicate effectively both orally and in writing
  • Interpersonal skills using tact, patience and courtesy

Per City of Tacoma Personnel Management Policy #170, the City of Tacoma is a drug-free work environment. Appointment is subject to passing a pre-employment background check and references check, a pre-employment medical exam and drug screen. This position is covered by a Labor Agreement between the City of Tacoma and Local 17. New employees must successfully complete a nine-month probationary period prior to obtaining permanent status in this classification.
