The Department of Natural Resources (DNR) is currently recruiting to fill their agency-wide Records Officer vacancy. This position is headquartered at the State Natural Resource Building (GEF 2) in downtown Madison, which is conveniently located near various restaurants and coffee shops. This position may be able to telecommute up to 60% of the time pending supervisor approval.

The DNR is dedicated to working with Wisconsinites while preserving and enhancing the natural resources of Wisconsin. In partnership with individuals and organizations, DNR staff manage fish, wildlife, forests, parks, air and water resources, while promoting a healthy, sustainable environment and a full range of outdoor opportunities.

Position Summary


This pivotal role serves as the Agency's Records & Forms Officer, overseeing crucial agency records and their corresponding systems. Responsibilities include managing record applications, working in records retention databases, and approving Specific Records Disposition Authorization.

As the cornerstone of our Records Management Program, this role spearheads advisory services for department-wide records management programs. You'll offer continuous expert consultation to all department records coordinators and provide overarching direction for Forms Developers in keeping a records perspective in mind.

This pivotal role coordinates all records and forms management activities across divisions, bureaus, and regions within the Department, ensuring seamless organization-wide operations. As needed, the position provides expert consultation to the General Counsel and the Department of Justice on various records management matters, such as privacy law, records retention, and disposition. Moreover, you'll serve as the Department's representative at the Public Records Board/Records Management Committee.

Salary Information


The classification of this position is Records/Forms Management Specialist - Advanced, which is in schedule-range 07-03 with a starting pay of $70,720 - $76,960 annually, based on qualifications. This position is not represented by a collective bargaining unit. A 12-month probationary period may be required. Pay for state employees will be set in accordance with the State Compensation Plan.

Job Details


The DNR does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9 upon hire.

The DNR will conduct an extensive background check on the final applicant(s) for this position prior to a job offer. Limited travel to regional locations throughout the State will be required for in-person contacts, maintaining on-site files, working closely with project managers, etc.

Qualifications

Minimally qualified candidates will have each of the following:

  • Experience managing records according to state and/or federal records retention laws, such as public records, employment records, etc.
  • Experience leading a project related to records and or forms management.
  • Experience providing guidance to customers/stakeholders on laws, statutes, policies, procedures, etc.

In addition, highly qualified candidates will have one or more of the following:

  • Experience using SMARSH database or managing a SMARSH instance (or similar).
  • Experience creating policies to govern records retention or document best practices for storage of records.
  • Experience creating training materials in a professional setting.
