Job description

Open to the general public and any Municipal employee.
These positions are represented by the Anchorage Municipal Employee Association (AMEA) and are subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.
DEPARTMENT: Finance
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.
LOCATION: City Hall; 632 W. 6th Avenue
Maintain thorough review and guidance to various departments a complete accounting for Municipal funds in accordance with governmental accounting standards and in regard to Municipal policy and procedures. Track and reconcile Municipal operating expenses/expenditures. Maintain complete accounting records and prepare financial reports, schedules and summaries for funds for the Annual Comprehensive Financial Report (the Annual Report). Assist with the annual audit of the Annual Report. Provide training to various departments for the SAP modules as required. Provide backup support to other Senior Staff Accountants, as required. Perform reconciliations of various funds and accounts as assigned. Assist with maintenance of accounting records and prepare financial reports, schedules and summaries for multiple funds. Perform critical and frequently complex monthly reconciliations of major balance sheet accounts, including various Municipal bank accounts, investment accounts, tax accounts and procurement cards. Analyze monthly balance sheet accounts for errors or unusual balances, research problem areas by interfacing with multiple MOA departments and prepare correcting entries to bring financial accounts into compliance with GAAP. Research proper accounting for unusual or unique transactions. Assists with the development and implementation of new procedures, SAP updates or upgrades (testing), policies and training needed to improve financial reporting practices. Perform other related duties as assigned.
Bachelor's degree in Accounting, Economics, Management, Business Administration or a related discipline and three (3) years of professional accounting work experience.
OR
A certificate as a Certified Public Accountant (CPA) or Certified Management Accountant (CMA) and three (3) years of professional accounting work experience.
OR
Associate's degree in Accounting, Economics, Management, Business Administration or a related discipline and five (5) years of professional accounting work experience.
OR
High school diploma, GED, or equivalent and seven (7) years of experience in accounting, payroll, or similar office responsibility.
Preferences:
  • Experience creating complex financial statements with either FASB or GASB requirements
  • Experience creating complex manual journal entries for the day-to-day accounting activities within a large ERP system

Military Service Interview Preference:

The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

An individual currently serving as a member in good standing in the National Guard or the organized military reserves who wishes to be considered for an interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual's command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
