Summary
The Real Estate Appraiser II performs the functions necessary to appraise the value of land, residential dwellings, and commercial or industrial properties in an assigned geographical area so that all taxable property is listed and assessed to ensure proper tax revenues.
This position is responsible for performing functions necessary to assess the value of residential and light commercial/industrial properties as well as developments and subdivisions in an assigned geographical area so that all property in Chester County is listed and assessed. Driver's License required and strong customer service and computer skills needed. C.P.E. (State Assessor Certification) with two to three years experience preferred. Applicants without current C.P.E. certification may be considered for position.

Essential Duties
- Physically inspect and accurately collect data (measuring and sketching) at the property site that is to be assessed.
- Input data collected into the IAS system and derive a valuation or a change to value on the property.
- Handle problem solving and research.
- Participate in rotational office telephone coverage to address taxpayer inquiries.
- Maintain a working relationship with township officials on a regular basis to keep up to date with building and changes within their jurisdiction.
- Conduct monthly reviews of new permits and input them into the IAS system.
- Run reports and print documents to take into the field for each property to be visited.
- Map out, organize and travel to each property with an open permit to be inspected.
- Assist the Board on appeal hearings; make changes as needed and change values when required.
- Attend Assessor meetings.
- Spend time with supervisor for updates or general information.
- Review reports of interims to be sent out.
- Complete continuing education.
- Attend Chapter meetings and professional development conferences.
- Perform other duties, tasks and special projects, as required.
Qualifications/Preferred Skills, Knowledge & Experience
Qualifications / Requirements:
- High School Diploma or General Education Degree (GED).
- Certified Pennsylvania Evaluator license or the ability to obtain within one year.
- Must compete 28 hours of MCE every two years.
- Strong sense of direction.
- Ability to read maps and blueprints.
- Basic skills to use a personal computer and various software packages.
- Familiarity with construction.
- Strong verbal and written communication skills.
- Strong customer service skills.
- Basic math skills and statistical experience.
- When reviewing or listing a property, must be able to make whatever adjustments are required to produce the most accurate tax document.
- Strong ability to organize and prioritize.
- A valid driver's license and the use of a personal vehicle are required.
Preferred Skills, Knowledge & Experience:
- Associate or Bachelor's degree from an accredited college or university in Business, Surveying or a related field.
- Previous experience with Real Estate transactions (mass appraisal or fee appraisal, etc.).
- Acquainted with neighborhood boundaries.
- Accurate and detail-oriented.
- Completion of 128 classroom hours in order to sit for the State exam to become certified.
- Ad Valorem assessment theory and practice.
- Knowledge and skill with Real Estate valuation.
- Skill and knowledge with legal descriptions.
- Strong problem solving skills.
- Well informed with what influences may be present in an area.
- Ability to recognize situations that would have an effect on value.
