Job Summary
Battelle is currently seeking a Manager (M2) within the Advanced Materials and Energetics (AME) Division leading the High Energy Research Lab Area (HERLA) in West Jefferson, OH and remote management of an AME team located at client-site in Florida. The manager will report to the AME Division Manager and be responsible for safe operations, recruiting and management oversight for HERLA and client-site operations. The manager is expected to support the division manager with setting and achieving group, division and business line strategic goals, business planning and business growth. This position will be the staff lead, with the concurrent expectation of contributing technically to projects and developing new business leads within the energetic industry.
The position will be based in Columbus, Ohio.

Responsibilities
- Acts as the site lead at the HERLA, interfacing with facilities, security, Environmental Health & Safety (EHS) and quality, and may act as/delegate responsibilities of range safety officer (RSO). Works with team on upkeep of facilities, staff training and business growth strategies.
- Provides management oversight of a client-site AME team in Florida, with support from on-site Team Leads, who are performing RDT&E across a variety of hazardous operations work including blast, ballistic, and fire protection engineering. Performs manpower planning and assures appropriate staffing levels and skill mix across all team operations. Supports, directs and organizes staff assignments to various projects, and finds points of connectivity between staff and programs when and where possible. Adapts departmental plans and priorities to address resource and operational challenges when needed.
- Manages human resource activities such as recruiting strategy and hiring staff, appraising performance, and providing opportunities for career development. Manages relationships of staff. Provides necessary training and mentor opportunities for staff.
- Works with Program Managers and Business Development to leverage client relationships to stay informed of client business plans and priorities and identify high growth/value opportunities for Battelle with our various clients. Positions Battelle to win follow on programs and new business.
- Has accountability for the performance and results of staff, ensuring staff conduct research, development, and technical activities within the established business ethics, safety and quality policies and procedures. Reviews and approves, as necessary, test safety plans, work instructions, and other operational documents in accordance with Battelle (or client) requirements.
- Prepares and delivers presentations to internal management and to external customers. Works with Technical leads to understand program goals to ensure high-level contract performance ratings.
- Stays abreast of industry needs and issues. Maintains a working knowledge of and helps Battelle ensure compliance with applicable government and industry regulations.
- Manager will be expected to directly support project statement of work between HERLA and client-site team to ensure project deliverables, schedule, and performance between sites.
Key Qualifications
- The candidate should have a bachelors degree in a related field; 10 years of technical or program management experience; or an equivalent combination of education and or experience in management of hazardous operations, knowledge or management of energetics RDT&E or a related field.
- Excellent oral and communication skills to effectively interact with higher management levels internally and with client organizations, subcontractors, consultants and staff.
- Requires critical human relation skills to understand, select, develop and motivate others. Requires evidenced ability to lead others in the achievement of goals.
- Experience working with DoD and IC clients, including leading/writing proposals, proposal and bidding processes, awards, and execution.
- Significant experience with munitions/explosives research, development, and/or test and evaluation.
- U.S. Citizenship status is required as this position desires an active U.S. Security Clearance as of day one of employment and the ability to access US only data systems.
- DoD Secret Clearance or ability to obtain
- Previous experience overseeing staff and facilities
Preferred Qualifications
- Intimate knowledge of safe handling practices for munitions and ordnance.
- Knowledge of applicable government regulations pertaining to energetic materials.
- Knowledge of explosives or propellant formulation, synthesis, handling, and testing. Including military, commercial, and/or improvised explosives, rocket propellants, and gun propellants.
- Small arms handling, modification, armoring, gunsmithing
- Experience with hazardous operations and client site requirements pertaining to USAF regulations. Operations may include, blast testing, fire testing, or other hazardous and non-hazardous test procedures regulated by the USAF.
- Knowledge of development and production of Exploding Foil Initiators
- Experience growing statement of work through on contract growth, new awards and building teams in geographically diverse locations.
- Familiar with intellectual property processes and procedures
