King County Metro Transit's Rail Wayside Maintenance Section has an exciting opportunity for a Career Service Link Light Rail SCADA Superintendent (Transit Supt. -SCADA).
Rail SCADA Superintendents are responsible for managing, supervising and directing all maintenance and repair of the Supervisory Control and Data Acquisition (SCADA) infrastructure and related systems and equipment. Rail Superintendents are skilled people leaders who possess the industry knowledge and technical awareness to support the trades work completed within their specific workgroups. They have the ability to communicate effectively with a diverse employee workgroup, proactively solve problems that impact service delivery, provide policy direction, model quality customer service, and motivate employees through building safety, respect, and trust.
The ideal candidate can collaborate with a diverse group of internal and external partners, agencies, and unions that support our agency's goals of providing quality public service to our King County Residents.
Link Light Rail
Metro Transit's Rail Division is responsible for operating and maintaining Link Light Rail service on a 25 plus mile route from the Angle Lake Station south of Sea-Tac Airport to the Northgate station in North Seattle, as well as 6 miles from South Bellevue to Redmond. Plans and/or construction are underway extending the system to the north, east, south, and west. Expansion over the next five years alone will include the addition of more than 20 stations and 40 miles of light rail track. The light rail line is a critical part of the region's transportation network and carries more than 85,000 weekday daily riders.

Work Schedule:
This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. Employees may be required to work extended hours, weekend, and holidays. Work requires being on-call to respond to emergent critical needs, emergencies, or other special circumstances unless other arrangements are made.

Employees may report to any of the following locations: Rail Operations and Maintenance Facility (OMF) Central at 3407 Airport Way S, Seattle WA 98134, OMF East 1925 120th Ave NE Bellevue WA 98005, or any additional locations that may open in the future.

  • Supervise subordinate supervisors and staff; ensure compliance with all Transit operating policies and procedures as well as all applicable local, state, and federal codes and regulations; establish work performance standards and initiate corrective actions when required.
  • Analyze, forecast, and report on maintenance and repair trends, costs, and performance metrics; and participate as a key member of the management team.
  • Develop, plan, and schedule maintenance management and preventive maintenance programs to ensure efficiency of light rail equipment and infrastructure; ensure rail maintenance operations are in conformance with all contractual and regulatory requirements.
  • Coordinate the execution of SCADA work with other agencies, utility companies, engineering firms and contractors; ensure compliance with all contract and work specifications. Review and approve construction plans and specifications; negotiate joint use contracts.
  • Develop contingency and emergency operating plans and procedures; establish operating policies and procedures to ensure work complies with safety and quality standards and applicable codes.
  • Manage and administer rail maintenance budgets; authorize expenditures within designated authority level; manage and administer vendor contracts as required.
  • Develop and implement emergency response plans; establish and implement work safety programs and policies; develop and implement employee training on emergency response and safety protocols, practices and procedures.
  • Participate and represent the division in a wide variety of internal and external work groups, project teams, committees, and task forces.
  • Focus on team building through equity and inclusion. Develop and maintain a solid partnership across the different agencies this position will interact with.
  • Perform other duties as assigned.
Minimum Qualifications:
  • Must possess the knowledge, skills, and abilities to perform the essential functions of the job through any relatable combination of education or experience equivalent to; a Bachelor's degree in electronics, SCADA, administration, and experience in the transportation field and/or railroad industry (including supervisory and/or management experience)
  • At least two (2) years of experience progressively in responsible supervisory or management roles
  • Ability to work with a diverse workforce and prioritize safety, respect, and care for employees in a unionized setting.
  • Established ability to oversee staff and projects in an operational setting to get results.
Desired Qualifications:
  • General knowledge of Light Rail operating systems
  • Demonstrated operational knowledge and supervisory experience in a public transit agency
  • Knowledge of Light Rail safety principles, Metro rules/policies/procedures, and all applicable federal, state, and local laws
  • Knowledge of the operations, policies and procedures of the Metro Transit Department and the contractual requirements in the operating agreement with Sound Transit
  • Experience activating new transit systems and/or extensions

  • Applicants must possess a valid Driver's License (Washington license by date of hire) or possess the ability to travel throughout multiple counties in a timely fashion.
