Quantitative Expert/Advisor
Baseline Assessment for Improved Health Service Delivery (IHSD) – Haiti ESS+ Activity
Program Objective:
The USAID-funded Evaluation and Survey Services Plus (ESS+) project in Haiti provides technical services to design and carry out monitoring, evaluation, and learning (MEL) activities in support of USAID/Haiti programs. USAID/Haiti has engaged Haiti ESS+ to conduct a baseline for the Improved Health Service Delivery (IHSD) Activity. This study will 1) provide baseline values of key programmatic indicators, 2) serve as a comparison to measure change in these indicators over time, and 3) further inform program implementation.

Remote.
Position Description:
The Quantitative Expert will advise the IHSD evaluation team in high-level technical aspects of the quantitative design of the assessment.
Responsibilities:
- Advise on baseline design and planning, with focus on sampling.
- Provide guidance on quantitative methodology, high-level technical review of major deliverables, and support the team to resolve any technical difficulty during this baseline.
- Provide targeted technical support as needed to the Team Leader and the team on the development of quantitative methodology, sampling, and the design of digital survey questionnaires.
Required Qualifications:
- Master’s degree in Social Science preferred, with at least 10 years of experience
- Extensive experience in quantitative data analysis (both primary and secondary)
- Experience with program evaluation
- Experience designing and conducting health evaluations with significative quantitative components
- 3+ more years’ experience using Stata
- Sampling expertise
