The REAS program, formerly known as REP (Refugee Employment Services), is designed to assist refugees to attain self- sufficiency by providing culturally and linguistically sensitive employment and specialized services in an effort to assist them through the initial adjustment period following arrival into the United States. Services under this program are available to refugees who are aided through the California Work Opportunity and Responsibility to Kids (CalWORKs), Medical Assistance, Cal-Fresh Assistance Refugee Cash Assistance (RCA), or General Relief (GR) programs. Services are also provided to refugees not aided through a public assistance program, as well as non-citizens who are victims of human trafficking, domestic violence, and other serious crimes. Refugees are eligible for REAS services for the first five years after entry into the United States.
DESCRIPTION
The Quality Assurance Specialist (QA Specialist) position coordinates numerous program evaluation, quality improvement and Quality Assurance functions on behalf of the JVS SoCal REAS program. The QA Specialist is responsible for monitoring programs for compliance toward quality standards, implementing tools used for program and service evaluation, and organizing data collection and information analysis. This position concentrates on Program Evaluation & Outcomes.
KEY RESPONSIBILITIES
- Consults and advises all team members on adherence to REAS performance standards and expectations.
- Audits each team member’s caseload performance as it relates to established Key Measures, Program Outcomes and Welfare-to-Work deliverables.
- Maintains familiarity with REAS contractual obligations and acts as a resource to the case management team in this area.
- Maintains knowledge of current best practices and educating programs in this arena.
- Leads in the development and facilitation of the JVS So Cal REAS performance monitoring process.
- Supports staff in the use of REAS Quality Assurance data management system.
- Conducts training and provides program education, as identified by DPSS monitors.
- Will carry a caseload as needed & perform other duties as assigned.
- Recommends improvements in evaluation questions, outcome measurement, analysis, presentation and utilization.
- Tracks all progress towards program goals & assists with the development of new performance improvement strategies.
- Develops and manages the administration of customer satisfaction surveys, in collaboration with program supervisors.
- Analyzes the results of customer feedback and reports results to the Operations Managers.
PHYSICAL DEMANDS
While performing the essential functions of this job, the incumbent must be able to do the following: stand for extended periods; sit for extended periods; bend and reach for filing and other job-related functions; climb up and down stairs; bend, stoop, and lift to move and retrieve materials; pull, push, and lift; reach both above and below shoulder height. Specific visual abilities include close vision, color vision, depth perception, and the ability to adjust focus. Must be able to visually inspect work. Manual dexterity to operate computer and other office equipment required. Travel to employer and client work sites is frequent. May be required to work some evenings and an occasional weekend day. Requires traveling to various business and other work sites as well. Requirements:- Demonstrated abilities in quality improvement, Quality Assurance and program evaluation activities, including problem identification and resolution, data analysis, and utilization of technology (Excel, data tracking systems, other).

- Knowledge of GAIN, CalJOBs, CalWORKs (depending on role) preferred.
- Will travel between offices depending on need including suboffice (Palmdale, South LA, West LA and Inglewood).
Education/Certification/Licensure
Bachelor’s degree in human services or closely related field with at least 1 year of quality improvement or program evaluation experience within social services required and 1 year in GAIN/REAS program.
