About, the Quality Assurance Reviewer
The position is responsible for reviewing cases statewide. Complete Quality Assurance reviews and evaluate Medical, Supplemental Nutrition Assistance Program (SNAP), Employee Related Daycare (ERDC) and CASH program cases to determine if discrepancies exist that are non-compliant with specific program policy.
ABOUT Oregon Eligibility Partnership
The Oversight and Quality Assurance section is responsible for data analysis, centralized support services of hearings, Quality Assurance (QA) along with service level agreement (SLA) establishment and monitoring. Units include Statewide Quality, Central Coordination, Quality Assurance, and Hearings.
Oregon Eligibility Partnership, or OEP, provides direction and resources to everyone working to determine eligibility for Oregonians applying for and receiving medical, food, cash, and childcare benefits through the ONE eligibility system.

The key responsibilities of the Quality Assurance Reviewer will include:
  • Analyze case records and supplemental evidence, such as income verification, bank statements, collateral statements, etc. to identify which rules and policies have been violated. Compile and prepare reports describing the circumstances of the error, citing rules and policy to support the findings.
  • Provide information regarding review trends to local district and branch leadership as well as direct feedback and coaching to staff.
  • Collaborate with local districts and branches to improve overall program accuracy.
  • Conduct exit conferences when necessary for special project reviews with branch and district leadership and eligibility staff to explain the review results, trends and best practices observed.
  • Deliver training for field staff on all aspects of case processing including policies, rules, procedures, and methods for preventing and/or correcting incidents of incorrectly issued benefits.
  • Periodically, complete eligibility determinations and attend trainings to maintain technical skills and support local staff.

Qualifying applicants will possess the following:
  • Four years' experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level.
  • Note: college-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

The ideal candidate will also possess a work history that demonstrates the following attributes and experience:
  • Knowledge of Supplemental Nutrition Assistance Program (SNAP), Employee Related Daycare (ERDC), CASH and Medical program (MAGI and non-MAGI), rules, and policies.
  • Knowledge related to determining financial eligibility.
  • Knowledge of investigative and fact-finding principles and practices.
  • Knowledge of principles and methods of automated data collection, analysis, and evaluation.
  • Ability to interpret rules and applicable statutes.
  • Strong communication and customer service skills including diverse populations, over the phone and through electronic correspondence.
  • Strong written skills (spelling, grammar, and editing/proofreading).
  • Ability to multi-task and prioritize work assignments, in fast paced environment where priorities frequently change.
  • Ability to perform a high degree of accuracy with excellent attention to detail with good judgement and critical thinking.
  • Experience gathering data and writing reports or making presentations.

Working conditions
  • The position requires wide contact with staff and leaders in multiple offices, always maintaining a professional commitment and work ethic, are essential.
  • Works independently and without direct supervision.
  • This position is responsible for reviewing cases statewide and may require some travel.
  • Working an adjusted schedule may be necessary during weeks of travel.
  • This position requires use of a state or private vehicle for travel. Use of private vehicles must be approved by the manager on a case-by-case basis.
  • Overnight travel may be required depending on the official work site of the position.
  • Position deals with time constraints and large volume of case reviews, reviewer reports, multiple deadlines, and coordination of reviews with various ODHS offices.
  • Remote work position with an option for Hybrid dependent on location will be considered in filling this position. The ability to report to Salem may require when training, business or operational needs are dependent on onsite activities.
