El Programa Hispano Católico (EPHC) is seeking a Quality Assurance Evaluation Manager! The Quality and Compliance Manager position is an actively engaged member of the Leadership Team and will collaborate closely with our department leads to assess the impact of services at El Programa Hispano Catolico. This is primarily achieved through actively gathering and analyzing feedback and outcome metrics to determine which aspects of the services can be enhanced or improved. This position will collaborate closely with the Salesforce Administrator and Directors to assess or establish dashboards, data gathering, reporting, and audit compliance.
About EPHC:
El Programa Hispano's humble roots began in 1982 when a small group of outreach workers from Catholic Family Services, now Catholic Charities of Oregon, (CCO) conducted outreach to Latino migrant farmworkers in East County. In 2015 with the support of CCO, EPHC became an independent 501c3 organization. Today, EPHC serves more than 20,000 individuals annually in the areas of Economic Sustainability, Education, Community Wellness and Domestic Violence and Sexual Assault prevention, intervention, and advocacy. Our vision is a thriving Latine Community living to our fullest potential.
Although EPHC is affiliated with the Catholic Charities Network, a candidate or participant does not need to be a Catholic to work with us or to receive services. Essential Duties:
  • Oversees the Quality Improvement and Compliance Management processes.
  • Develops and implements compliance and works with appropriate staff to develop and oversee corrective actions when necessary to comply with those standards.
  • Drafts policies and procedures, practices, and implementation of standards relative to local, state, and federal requirements.
  • Analyze data to identify opportunities for existing services. Then, assist with implementing suggested changes.
  • Support the contract management policy compliance and establish evaluation metrics for program outcomes.
  • Responsible for maintenance of Dashboards and trend analysis of reported incidents with solutions/proposed solutions.
  • Collaborates with Directors during internal and external program audits, file reviews, and site visits.
  • Stay updated with industry best practices and emerging trends in Quality Assurance and proactively implement relevant methodologies.
  • Embody values of cultural humility and servant leadership and demonstrate cultural responsiveness across cultures.

Qualifications & Requirements:
  • Bachelor's Degree (4-Year Program) or equivalent lived and or worked experience.
  • At least three (3) years of experience in quality improvement. Work experience in a non-profit social service setting is preferred.
  • Analytical and strategic problem-solving skills necessary to assist staff in developing creative solutions to problems identified in services and/or areas needing improvement. Ability to analyze, conceptualize, teach, communicate, and interpret.
  • Must have excellent project management, attention to detail, and organizational skills.

COMPENSATION: $70,000 - $75,000, DOE.
Location & Typical Working Conditions: Most of the work performed in this position can be accomplished in a hybrid/remote work environment, though frequent in-person meetings will be required. There are times that work requires in-person, onsite activities. On-site work is located at EPHC's offices in Gresham, OR. Depending on project deadlines, job duties may require occasional travel and evening and weekend work.
