Job Summary:

The Quality Assurance Director works in close collaboration with the Arizona Department of Corrections Rehabilitation and Reentry (ADCRR) Medical and Mental Health Directors to help ensure the provision of comprehensive healthcare to the incarcerated population in Arizona State Prisons. This position is vital to the ADCRR Healthcare Services Division (HSD) restructuring efforts to develop a multidisciplinary Quality Assurance (QA) Program. This individual must present an innovative and collaborative approach to optimize healthcare delivery, promote a quality mindset across the Division, as well as implement a culture of continuous quality improvement (CQI). Responsibilities include: (1) Assessing the current healthcare system in order to implement a robust quality improvement strategy aligned with ADCRR's goals and objectives, (2) Developing a monitoring program, including tracking and oversight of Quality Indicators (QI), and (3) providing oversight of the Contracted Healthcare Provider (CHP) in the implementation of CQI Studies, consistent with the ADCRR Health Services Technical Manuals (HSTMs), and the National Commission on Correctional Healthcare (NCCHC) Standards. Responsible for conducting chart reviews for medical and mental health patients, as well as utilization reviews. Assures compliance with Federal, State, and other Regulatory agencies. Researches and responds to legal inquiries/requests as directed. Facilitates multidisciplinary committees. Develops methodologies for Quality Indicators in collaboration with the CHP. Maintains the divisional priority tracking listing for Techcare Enhancements and Quality Indicators. Contributes data/information to the HSD Operational Business Review and Mortality Review. Provides overall direction, design, development implementation, and monitoring of Quality Assurance and utilization programs. Ensures that programs are active and productive within the organization. Monitors and reports on programs' effectiveness using appropriate, objective, and comprehensive methodology. Manages internal databases and tracking systems for all aspects of patient care. Travels as needed.

Job Duties:

  • Assess the quality of health services provided to the correctional population
  • Develops outcome measures, process measures, and structural measures that can be used
  • Ensures that the delivery of healthcare services of desirable outcomes are achieved and that deficiencies are remedied as they are found
  • Analyzes and report significant quality and utilization trends, patterns
  • Leads preparations for the division's internal and external audits
  • Monitors contract compliance
  • Directs activities for managing all QA functions to maintain a comprehensive patient care monitoring program
  • Works with cross-departmental leadership to ensure the delivery of positive patient care outcomes
  • Identifies and sets appropriate quality standards and parameters
  • Conducts quality audits and performance monitoring
  • Supervises staff, manages operations, and oversees processes
  • Drafts policies, protocols, processes, reports, and benchmarks to further enhance Quality Assurance and timely access to care
  • Participates in the development and implementation of effective and efficient standards
  • Provides recommendations on updates to existing clinical practice guidelines and policies and procedures, as assigned by the ADCRR Medical Director, Dental Director, or Mental Health Director
  • Monitors continuous quality improvement efforts
  • Facilitates and participates in meetings, as well as committees
  • Initiate and reviews corrective action plans. Facilitates educational training for ADCRR staff on issues related to Quality Management
  • Performs other duties appropriate to the assignment

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
  • Principles and practices of correctional healthcare management and Supervision as set forth by the United States Constitution, the National Commission on Correctional Health Care, and the American Correctional Association
  • Must possess a broad base of knowledge regarding personnel and administrative procedures and interviewing
  • Law (State and Federal) relative to licensed and/or certified health care staff, as well as general staff
  • Laws, rules, regulations, policies, and procedures pertaining to the privatization and administration of inmate medical, mental health, and dental care
  • Action plan development
  • Principles and practices of Quality Assurance
  • Project planning development and implementation strategies
  • Principles of fiscal management, including budgeting, procurement, and outside contracting
  • Computer skills in Microsoft Suite, Google Suite, and Department’s standardized databases

Selective Preference(s):

Prefer a minimum of five years of experience in the healthcare field. Graduate of an accredited educational institution as a Doctorate of Nursing Practice (DNP), Mental Health Nurse Practitioner, Medical Nurse Practitioner or Physician Assistant (PA). A valid-unrestricted license to practice in the State of Arizona.

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
