The Hampton Roads Connector Partners JV (HRCP) consisting of VINCI Construction, Dragados, and Flatiron has been selected to construct the $3.3BN Design Build project –the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).
The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45 diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America.
Key Responsibilities:
- Quality Management System Maintenance:
- Continuously implement the QMS in alignment with organizational and project-specific objectives.
- Regularly support the upkeep of all quality plans and documentation to ensure alignment with current standards, practices, and the latest information.
- Initiate and monitor Bluebeam sessions to ensure timely input from departmental reviewers on required work plan sections. Diligently follow up with the Operations, Quality, Safety, and Environmental departments to gather necessary inputs.
- Facilitate communication among departmental reviewers to ensure swift and accurate dissemination of work plan changes.
- Produce and present work plan progress reports to project management, highlighting aspects like ball-in-court status, potential delays, and overall status.
- Inform the Document Control department of approved and revised work plans. Generate and dispatch DocuSign envelopes when work plans are ready for signatures. Maintain the work plan log in SharePoint and update the standard operating procedures accordingly.
- Manage the review of Non-Conformance Reports (NCRs) and Work Deficiency Notices (WDNs) to ensure prompt and appropriate responses.
- Assist with updates in Power BI and presentations to showcase current metrics and trends of NCRs and WDNs.
- Collaborate with the relevant departments to effectively address and resolve NCRs and WDNs.
- Offer support to the Quality Control Manager and Area QC Managers. Note: Area QC Managers will not have a direct reporting relationship to this role. However, support will be extended as necessary to ensure the attainment of quality objectives.
- Contribute to the creation of training materials and facilitate sessions to promote the standards of the QMS.
- Administer a centralized system for all quality-related documents, ensuring transparency and easy access for stakeholders.
- Consistently update the Quality Control Manager on QMS milestones, challenges, and areas of enhancement.
- Undertake other responsibilities as assigned to fulfill organizational needs.
Qualifications:
- Bachelor’s degree in Engineering or Construction Management. Alternatively, prior minimum 4 years of experience in quality management or coordination for large-scale construction projects is essential, preferably in the transportation sector.
- Strong knowledge of industry standards and best practices.
- Exceptional organizational and multitasking skills, underscored by a keen eye for detail.
- Skilled in the use of project management and office software, including Bluebeam, SharePoint, DocuSign, and MS Office.
- Excellent written and verbal communication skills.
- Ability to work effectively under pressure and meet tight deadlines.
