Purchase/Procurement Agent 1 (FEP020; Pay Grade: I)

Develops and applies professional knowledge of the procurement field to include the Georgia Procurement Manual (GPM) and related rules and regulations. Develops an awareness and understanding of legal implications and internal controls. Attends required training.

Purchase supplies, equipment, vehicles, or services necessary for the operation of an agency, division, or office. Creates purchase orders from requisitions entered by other employees. Obtains appropriate documentation to support the purchase order.

Assists in the development of documents such as Request for Quotes (RFQs) and Sole Source solicitations. Posts solicitation in Team Georgia Marketplace and/or the Georgia Procurement Registry. Participates in the vendor response evaluation process. Conducts analysis of vendor responses.

Administers and maintains annual maintenance/service agreements and contracts.


Reviews monthly Visa card transactions for correct chart field coding and verifies required documentation. Communicates policies and information pertinent to purchasing procedures as appropriate to other employees.

Purchase/Procurement Agent 3 (FEP022; Pay Grade: K)

Develops and applies professional knowledge of the procurement field to include the Georgia Procurement Manual (GPM) and related rules and regulations. Demonstrates an awareness and understanding of legal implications and internal controls. Attends required training.

Purchase supplies, equipment, vehicles, or services necessary for the operation of an agency, division, or office. Creates purchase orders from requisitions entered by other employees. Obtains appropriate documentation to support the purchase order.

Assists in the development of documents such as Request for Quotes (RFQs), Sole Source and Request for Proposals (RFPs). Creates and posts solicitation in Team Georgia Marketplace and/or the Georgia Procurement Registry. Participates in the vendor response evaluation process. Conducts analysis of vendor responses.

Administers and maintains annual maintenance/service agreements and contracts. Utilizes tools to track and document spend and savings information in accordance with standard format. Generates reports and queries in TGM/Peoplesoft as needed.

Reviews monthly Visa card transactions for correct chart field coding and verifies required documentation. Communicates policies and information pertinent to purchasing procedures as appropriate to other employees. Processes requests for new cards or card cancellation in the Bank of America Works system.

Assists APO in the development and review of purchasing and purchasing card policies.

Understands the fundamentals of developing and capturing best practices and lessons learned. Documents and applies best practices and lessons learned in accordance with established formats.

PHYSICAL REQUIREMENTS:

The incumbent will occasionally be required to stand; walk; reach with hands and arms; stoop and kneel.

WORK ENVIRONMENT:

This position requires the incumbent to work in an office setting which includes shared office space with other employees.


NOTE: This position may require some travel and operating a state vehicle. A valid Georgia driver's license is required.

MINIMUM QUALIFICATIONS:
Purchase/Procurement Agent 1 (FEP020; Pay Grade: I; $40,500 - $53,000)

Associate degree in business administration, public administration or a directly related field from an accredited college or university OR Two years of experience in a purchasing environment providing support in collecting bids, completing procurement documents and related functions

Must obtain certifications from the Department of Administrative Services (DOAS) as a Georgia Certified Purchasing Associate (GCPA) within 12 months of employment if not currently held.

Purchase/Procurement Agent 2 (FEP021; Pay Grade: J; $44,000 - $57,500)

Bachelor's degree in business administration, public administration or a directly related field from an accredited college or university OR Four years of experience in a purchasing environment OR Two years of experience at the lower-level Purchase/Procurement Agent 1 (FEP020) or position equivalent.

Must obtain certifications from the Department of Administrative Services (DOAS) as a Georgia Certified Purchasing Associate (GCPA) and Georgia Certified Purchasing Card Administrator (GCPCA) within 12 months of employment if not currently held.

Purchase/Procurement Agent 3 (FEP022; Pay Grade: K; $48,500 - $64,500)

Bachelor's degree in business administration, public administration or a directly related field from an accredited college or university AND Two years of experience in a purchasing environment OR Six years of experience in a purchasing environment OR Two years of experience at the lower-level Purchase/Procurement Agent 2 (FEP021) or position equivalent.

Possesses certifications from the Department of Administrative Services (DOAS) as a Georgia Certified Purchasing Associate (GCPA), Georgia Certified Purchasing Card Administrator (GCPCA) and Georgia Certified Purchasing Manager (GCPM).


Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.


PREFERRED QUALIFICATIONS
:

Preference will be given to applicants that, in addition to meeting the minimum qualifications, possess one or more of the following:

1. One year of experience in a State of Georgia purchasing office/environment that utilizes TGM/PeopleSoft (e.g., entering requisitions, Purchasing card reconciliation, purchase orders, sourcing events).
