Job description

A high level supervisory position responsible for overseeing all operations associated with the City's Canal Maintenance program.
Normal Work Schedule: Monday - Friday 8:00am to 4:30pm. Additional hours, including weekends and holidays may be required.

Essential FUNCTIONS AND DUTIESinclude the following. Other duties may be assigned as dictated by operational necessity.

  • Coordinates and supervises all activities of the Canal Maintenance crews.
  • Coordinates, supervises and inspects the work of contractors hired by the City to perform services within the district.
  • Answers correspondence from residents to include telephone calls, letters and personal visits.
  • Prepares technical reports, budgets, evaluations, payroll, project estimates, maintains Waterfront Design Standards and codes, and other related assignments.
  • Orders all necessary materials and equipment for maintenance and construction of division responsible items.
  • Maintains active department permits (state and federal agencies), including managing field as-built data, inspections and annual reporting.
  • Prepare contract specifications and perform project management to assure contractors adequately perform services within the district.
  • Prepares and manages annual budgets for two Canal Maintenance districts.
  • Review and comment on construction plans, permit applications, etc.
  • Reconcile invoices, process requisitions and field purchase orders.
  • Attends and presents reports at the monthly meetings of the B.S.I. and P.G.I. Canal Maintenance Advisory Committees and other public meetings.
  • Compile SOW's (Statement of Work Orders) for the contractor for Canal Maintenance work.
  • Prepare and submit grant applications to different state agencies.

KNOWLEDGE / SKILLS / ABILITIES:
  • Knowledge of principles and practices of supervision and personnel administration.
  • Knowledge of city and department policies and procedures.

  • Knowledge of applicable federal, state, and local codes and ordinances.
  • Knowledge of the fabrication, repair, and installation of seawall panels.
  • Skill in planning, organizing, and prioritizing work.
  • Skill in performing mathematical computations.
  • Skill in the use of a computer.
  • Skill in use of GPS equipment and ESRI software desired.
  • Skill in oral and written communication.
  • Able to perform a broad range of supervisory responsibilities over others.
  • Able to communicate in the English language by phone or in person in a group or one-to-one setting.
  • Able to learn job-related material primarily by making inferences from written materials and through structured lecture.
  • Able to monitor projects to ensure the district's/department's/division's concerns and standards are met.
  • Able to read and interpret blueprints and layouts used to estimate material and labor cost.
  • Able to produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
  • Able to work cooperatively with the general public and other City employees.
EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:
  • Graduation from high school, or a GED from a properly accredited institution of learning. Associates degree in construction management or related field highly desired but not required.
  • Five years of experience in marine construction, concrete construction, or combination of education and experience.
  • Possess (or the ability to possess within the first six months of employment) the Florida Department of Environmental Protection Certified Storm Water, Erosion and Sedimentation Control Inspector.
  • Two years of experience in supervisory position.
  • Must possess a valid Florida driver's license.
