Definition
Under general direction, provides professional support to the Public Works Department; to include training Public Works employees and helping to ensure that safe practices are followed.
Examples Of Duties
Performs orientation and training for new Public Works employees as well as safety-related refresher training for current Public Works employees; keeps detailed records of training received by Public Works employees.
Provides Entry-Level Driver Training (ELDT) and complies with ELDT regulations and reporting requirements.
Trains and/or tests Public Works employees, assisting them to obtain and maintain both their Commercial Learner's Permit (CLP) and Commercial Driver's License (CDL).
Coordinates safety meetings; aids in creating content for employee safety meetings and presents content at employee safety meetings; assists in planning the safety programs and activities within Public Works.
Reviews and revises safety processes and standard operating procedures as needed.
Assists with regular physical inspections of grounds, buildings, equipment, and operations; identifies hazards and incidents of regulatory non-compliance and recommends corrective measures.
In collaboration with Risk, Human Resources, and Public Works management; identifies and implements process improvements related to safety and assists with coordination of training for the Public Works Department.
Coordinates with Risk on light duty assignments for Public Works employees.
Conducts training check rides to ensure compliance with safe-operating policies and procedures as necessary.
Maintains inventory of Personal Protective Equipment (PPE) and safety materials as needed.
Provides back-up to the Customer Experience team through customer service and dispatching tasks as needed.
Performs related work as required.
Qualifications
High School Diploma or GED equivalent plus at least two (2) years of experience in training or safety; or an equivalent combination of training and experience which provides the knowledge, skills, and abilities necessary to perform the required work in this position.
Must possess a valid Class A CDL with air brake and tanker endorsements for at least two (2) years at time of appointment and maintain throughout duration of employment.
Must pass a physical examination and background check as prescribed by the City. All CDL personnel are subject to Federal Motor Carrier Safety Administration (FMCSA) Random Drug & Alcohol Program.
Must reside in Iowa or Illinois within two (2) years of hire and maintain residency throughout the duration of employment.
Knowledge and Skills

Basic regulations related to risk and safety management.

Applicable federal, state and local laws, regulations, codes, and ordinances.
Principles of positive leadership.
Functional and operational priorities of the Public Works Department.

Exercising independent judgment; working independently on administrative duties with minimal assistance.
Techniques for dealing effectively with employees and the public both in person and over the telephone.
Effective verbal and written communication skills to maintain professional and productive working relationships.
Collaborating with others on process improvement and change management.
Working Skill in:
Creating, building, and researching safety trainings.
Making presentations.
Record keeping.
Using personal computers and Microsoft Office Suite.
Reviewing documentation for accuracy and completeness.
