Description
The Kentucky Public Service Commission regulates the intrastate Rates and services of more than 1,100investor owned electric, natural gas, telephone, water and sewage utilities, customer-owned electric andtelephone cooperatives, water districts and associations, and certain aspects of gas pipelines. Our mission isto foster the provision of safe and reliable service at a reasonable price to the customers of jurisdictionalutilities while providing for the financial stability of those utilities by setting fair and just rates.
The Public Utilities Rates and Tariffs Manager will be responsible for providing overall management of thefinancial analysts and rate analysts staff for the Rate Design Branch in the Division of Financial Analysis;provide administrative and technical management assistance to the division directors; be team leader forapplications and for the rate design portion of teams; and perform other duties as required.

Responsibilities include, but are not limited to, the following:
- Overall management and supervision for the Rate Design Branch staff in their work involving the analysis ofrevenue allocation and rate design for Public Utilities, including cost of service studies, cost of capital,tariff revisions,and integrated resource plans
- Complete employee performance plans
- Audit and approve timesheets
- Determine personnel needs, recruits, recommends employment of new personnel
- Manage training programs for new personnel
- Participate as team lead or team member on utility applications

Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree in accounting, economics, finance, mathematics, statistics, engineering, business administration or a related field.
EXPERIENCE, TRAINING, OR SKILLS:Six years of professional experience in public utility accounts analysis, rate design analysis, public accounting, government accounting, or auditing.
Substitute EDUCATION for EXPERIENCE:Master's degree in accounting, economics, finance, mathematics, statistics or business administration will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION:Certification as a Certified Public Accountant will substitute for the required education and one year of the required experience.

Working Conditions
Incumbents working in this job title perform duties in an office setting. Travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
