Public Utilities Inspector (Engineer Tech III or underfill)
Job Description:
We are seeking a Water, Sewer, and Storm Drain Inspector within the Department of Public Utilities. We are seeking an experienced and detail-oriented individual to perform inspection and assessment of water, sewer, and storm drain systems to ensure compliance with city regulations and safety standards. The ideal candidate will have a strong background in infrastructure inspection, exceptional problem-solving abilities, and a dedication to maintaining high-quality utility systems for our community.

TYPICAL DUTIES:
  • Inspects residential, industrial, and commercial sites within the Salt Lake City Public Utilities Service Area (SLC, Holladay, Cottonwood Heights, Murray, SL County) to assure compliance with utility, public services, and building ordinances.
  • Applies established engineering practice; calculates dimensions, slopes, elevations, and quantities; and selects and adapts to meet specific requirements.
  • Inspects projects for compliance with contract plans and specifications, standards, permit/code requirements and other city, state, and federal requirements. Consults with project manager and project engineer to resolve site and plan discrepancies.
  • Serves as project representative for utility capital improvement projects including water, sewer, and storm drain mains, pump stations, lift stations, treatment plants, canals, dams, and water storage tanks.
  • Investigates complaints concerning utility violations including water quality and environmental rules, notifies affected parties of needed changes for code compliance. Develops written evidence in cases where legal action may occur. Files "Stop Work" and "Notice and Order" complaints against violator when needed and may consult with the City Attorney's office and act as a witness in prosecution of code violators.
  • Prepares and maintains a variety of construction records including daily reports, as-builts and test results, project logs.
  • Uses computer aided design systems, GIS, and engineering software applications to assist with designs and computations, and in accomplishing project responsibilities. Calculates quantities, checks engineering plans and directs design reviews and pre-construction meetings. Calculates, measures and documents all items of work performed for contract payments.
  • Maintains knowledge of all Public Utilities approved parts and materials and ensure these are utilized correctly. Maintains knowledge of the SLCDPU Water, Stormwater, Sanitary Sewer systems.
  • Reviews projects for safety, including traffic control, trenching operations, confined space entry, public safety, etc.
  • Provides information and responds to inquiries from contractors, property owners, staff and the general public regarding assigned projects. Attends pre-construction meetings to establish inspection standards and procedures. Notifies contractors and the public of project requirements, possible service interruptions or delays and other appropriate information.
  • Inspects building utilities for change of use or occupancy to ensure completion of all work products. Inspects water mains, valves, laterals, meters, hydrants, rings, vaults, and fire lines, sewer manholes, lids, mains, laterals, grease interceptors and cleanouts, storm drain mains, boxes, inlets, junctions, detention basins, retention basins, BMPs, swales, and green infrastructure.
  • Provides direction and testing for drinking water standards after installation of water mains and services including bacteriological, pressure, and flow tests. Responsible for delivery and chain of custody for laboratory samples.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:
Engineering Technician I:
  • High school graduation or equivalent. Interest in learning basic drafting and design, surveying, construction methods, materials inspection and related work, with fundamental knowledge of algebra, and general science obtained from high school level course.
  • Knowledge of basic engineering terms as they apply to records management, inventory control, or engineering field work.
  • Ability to work well with contractors, developers, co-workers, supervisors and the general public under varying circumstances, and to answer basic procedural questions.
  • Ability to learn and operate computers in engineering applications.
  • Possession of a valid driver's license or driving privilege card.

CAREER LADDER:
After two years' successful performance during which incumbent demonstrates ability to perform simple routine tasks in any of the categories of drafting, surveying, materials testing or construction inspection, he/she may be promoted to Engineering Technician II. Promotion is based on the performance coach's recommendation, availability of funds, and concurrence of the Department of Human Resources.
Engineering Technician II:
  • High school graduation or equivalent. Two years' paid work experience performing drafting and design, survey work, construction inspection or closely related field. Two years' formal post high school training in civil engineering or related field such as drafting, surveying, materials testing, building trades, or construction inspection may be substituted for two years' field experience. Training must include at least 22 quarter or 16 semester hours of passing grades for related subjects.
  • Ability to maintain detailed records, prepare written reports, and work well with contractors, developers, co-workers, supervisors, and the general public under varying circumstances. Working knowledge of field construction methods, programmable computers, or related/required software.
  • If required by department, ACI Certification - Level 1 within six months of hire.
  • Possession of a valid driver's license or driving privilege card.

CAREER LADDER:
After two years' successful performance as Engineering Technician II, during which incumbent demonstrates ability to perform assigned tasks with minimal supervision in any of the categories of drafting, surveying, materials testing or construction inspection, he/she may be promoted to Engineering Technician III. Promotion is based on the performance coach's recommendation, availability of funds, and concurrence of the Department of Human Resources.
Engineering Technician III:
  • High school graduation or equivalent. Four years' paid work experience performing drafting and design, survey work, construction inspection or other closely related work. Two years' formal post high school training in civil engineering or related field such as drafting. surveying, materials testing, building trades or construction inspection may be substituted for two years' field experience. Training must include at least 45 quarter or 30 semester hours of passing grades for related subjects, and at least one course in computer work as it relates to civil engineering.
  • Certification at NICET Level 1, or recognized equivalent.
  • Ability to maintain detailed records, prepare written reports, and work well with contractors, developers, co-workers, supervisors and the general public under varying circumstances. Working knowledge of field construction methods, programmable computers or related/required software.
  • Possession of a valid driver's license or driving privilege card.

CAREER LADDER:
After two years' successful performance as Engineering Technician III, during which incumbent demonstrates ability to perform assignments of substantial variety and complexity in any of the categories of drafting, surveying, materials testing or construction inspection, he/she may be promoted to Engineering Technician IV. Requires certification by the National Institute for Certification in Engineering Technologies (NICET) Level 2 or recognized equivalent. Promotion is based on the performance coach's recommendation, availability of funds, and concurrence of the Department of Human Resources.
