Primary Objective of Position
PRIMARY OBJECTIVE OF POSITION
To perform a wide variety of skilled and general maintenance work activities and functions including operating, maintaining, inspecting, and repairing the municipal infrastructure and equipment associated with the drinking water supply, treatment, storage, and distribution system; wastewater collection system; stormwater conveyance, ponds, and treatment systems; streets, trails, and right- of-way; parks, recreation facilities, and forestry; and buildings and grounds.
Maintenance Workers are responsible for completing work assignments of an appointed maintenance subdivision and may perform work tasks of other subdivisions when assigned by the Public Works Superintendent, including participating in the Standby Duty and Call Back programs for after-hours and weekend maintenance, repairs, and emergencies.

Direct supervision is provided by the Public Works Superintendent.
SUPERVISION EXERCISED
No supervision exercised. May perform lead worker duties for a work crew of full-time and/or seasonal maintenance workers when assigned by the Public Works Superintendent.
Essential Duties and Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
All subdivisions:
- Participate in snow plowing and ice control operations on streets, trails, sidewalks, municipal parking lots, and municipal building entrances and walkways.
- Assist and participate in responding to emergencies affecting municipal infrastructure function including storm debris clean up, water and sewer pipe breaks, traffic control, flooding, and other urgent matters.
- Operate a variety of common industry and specialized vehicles, heavy and light equipment, machinery, and tools. Assist and participate in routine maintenance and repair of such vehicles, equipment, machinery, and tools. Clean and restore vehicles, equipment, and tools after use.
- Perform difficult and other routine manual labor during completion of work tasks and assignments.
- Troubleshoot, correct, and repair municipal infrastructure, equipment, and tools to ensure proper function and long-lasting performance in a cost effective manner.
- Execute work assignments including preparatory activities of fueling vehicles and equipment, purchasing materials and supplies, installing temporary traffic control and erosion/sediment control devices, and transporting materials and equipment to work sites.
- Document and record maintenance, inspections, repairs, installations, and other work activities in accordance with records retention schedules and department requirements.
- Participate in the Public Works "Standby Duty" and "Call Back" programs for after-hours and weekend maintenance, repairs, and emergencies.
- Assist and participate in essential duties of other subdivisions when assigned by Public Works Superintendent.
When appointed to the Drinking Water subdivision:
- Operate and maintain watermain pipes, gate valves, hydrants, and other infrastructure of the municipal drinking water distribution system. Assist with maintaining and repairing private water service lines, curb and corporation stops, and connections as part of the City's water service line repair program.
- Locate and mark underground municipal infrastructure involving water, sanitary sewer, stormwater, fiber optic, and electric lines as part of the Gopher State One Call program. Obtain and reference as-built drawings, tie sheets, and other archive records and translate to field locations. Use utility line locater, probes, or hand digging to locate underground lines.
- Perform preventative system maintenance including flushing hydrants, exercising gate valves, rehabilitating hydrants and valves, replacing meter reader batteries, water leak surveys, etc.
- Respond to and participate in locating and fixing water main breaks and water service leaks. Determine materials needed for repair and install clamps, pipe or fittings, and make proper tie-in.
- Install, inspect, test, and repair water meters and wireless transmitter readers. Obtain quarterly water consumption readings and download data for use in billing consumers.
- Participate in Best Management Practices (BMPs) related to the City's Wellhead Protection Program (WHPP).
- Perform the duties and assume responsibilities of the Lead Utility Worker in his/her absence when assigned by the Public Works Superintendent.
When appointed to the Wastewater subdivision:
- Clean and inspect sanitary sewer gravity pipes, manholes, force mains, lift stations, grinders, pumps, meters, and other wastewater collection, pumping, and conveyance components. Operate combination jetting/vacuum sewer truck for routine cleaning of gravity pipes and clearing obstacles.
- Operate and maintain wastewater mechanical equipment including lift stations, grinders, pumps, meters, and other components. Participate in diagnosing mechanical failures and making repairs.
- Perform inspections by operating sewer televising and maintenance equipment including CCTV mainline sewer camera, pole camera, computer, and other related equipment. Record video inspections and document infrastructure inadequacies. Manage electronic database of inspection records.
- Assist and participate in detection of inflow and infiltration activities, including wet weather flow inspections and illegal connection investigations.
When appointed to the Stormwater subdivision:
- Clean and inspect storm sewer pipes, drain inlets, drainage structures, culverts, ditches, curbs and gutters, and other infrastructure of the municipal stormwater conveyance system. Principal operators of snow plow trucks, salt applicators, and anti-icing equipment during winter months and street sweeper during non-winter months.
- Maintain and inspect retention and detention ponds, bioretention swales and basins, infiltration and filtration facilities, sumps, grit chambers, and other infrastructure of the municipal stormwater rate control and pollution control system.
- Operate and maintain inspection and maintenance equipment, including street sweeper, combination jetting/vacuum sewer truck, pole camera, CCTV mainline sewer camera, computer, and other related equipment.
- Participate in Best Management Practices (BMPs) related to the City's Stormwater Pollution Prevention Program (SWPPP).
- Assist and participate in illicit discharge and detection elimination (IDDE) activities, including dry weather flow inspections and illegal connection investigations.
- Install and maintain erosion and sediment control devices for municipal-operated construction sites. Assist and participate in erosion and sediment control inspections on construction sites.
When appointed to the Streets subdivision:
- Clean and maintain streets, trails, sidewalks, parking lots, and other paved and non-paved surfaces of the municipal transportation system. Principal operators of snow plow trucks, salt applicators, and anti-icing equipment during winter months and street sweeper during non-winter months.
- Perform preventative maintenance and repairs on asphalt pavements including pothole patching, skim coating, mill and overlays, routing and sealing cracks, fog sealing and rejuvenation, full- depth removal and replacement, and new construction.
- Perform preventative maintenance and repairs on concrete pavements and curbs including crack sealing, joint rehabilitation, pavement sealing, removal and replacement, milling uneven joints, and new construction.
- Install and maintain traffic signs and posts, street name blades and hardware, and pavement markings. Install and remove temporary traffic control devices for construction zones, hazard warnings, and other purposes. Fabricate, install, and maintain grouped mailbox posts.
- Maintain and inspect right-of-way and boulevard vegetation and trim or remove trees, bushes, and other obstacles to provide safe lateral clear zones and intersection site lines. Perform plant and turf maintenance and landscape duties along municipal streets, trails, and sidewalks.
- Perform vehicle traffic counts by setting out and picking up traffic counters and recording data.
When appointed to the Parks subdivision:
- Perform turf maintenance and landscape duties in parklands and grounds including mowing and edging lawns and athletic fields, rough cutting, pulling weeds, grading, seeding and sodding, applying fertilizer and pesticides, mulching, watering plants and trees, sweeping, removing litter, trimming trees and shrubs, and clearing fallen trees, brush, leaves, and debris.
- Maintain and repair park and recreation facilities and equipment involving playgrounds, baseball and softball fields, tennis, basketball, and volleyball courts, athletic and security lighting, ice hockey and staking rinks, drinking fountains, fencing, site amenities, and other park equipment.
- Operate, maintain, and repair the park and grounds irrigation systems including setting clocks and controllers, adjusting and replacing broken heads and valves, and repairing irrigation line breaks.
- Perform janitorial and light building maintenance duties in park buildings and shelters including cleaning and sanitizing restrooms, stocking supplies, picking up litter, emptying trash containers, replacing light bulbs, painting, washing windows, and cleaning outdoor furniture.
- Participate in inspecting and diagnosing park and recreation facilities and equipment for unsafe and hazardous conditions. Take notice of park activities during work assignments that may cause harm to the public or park facilities. Remove graffiti and repair damage from acts of vandalism.
- Install trees, shrubs, perennials, annuals, and native grasses. Maintain planting beds and garden areas in parklands and building grounds. Assist with forestry activities.
When appointed to the Facilities subdivision:
- Maintain and repair municipal buildings and equipment by performing a variety of carpentry, painting, plastering, plumbing, electrical, heating, air conditioning, and mechanical work.
- Perform preventative maintenance for heating, ventilation, and air conditioning equipment including replacing belts, changing filters, and coil cleaning. Operate building automation systems, diagnose temperature inadequacies, and adjust set points and other control settings.
- Maintain and repair plumbing fixtures including sinks, toilets, faucets, dispensers, fountains, and pipes. Clear obstructions from sewer lines, drains, sump pumps, and roof drains.
- Repair and adjust windows, doors, gates, room dividers, bleachers, locks, hardware, and other building components and mechanisms.
- Replace damaged ceiling tiles and lighting covers, repair floor tiles and carpeting, move furniture and equipment, assemble prefabricated furniture, and other miscellaneous interior work.
- Inspect facilities to identify building maintenance needs. Assist and participate in facility improvements and alterations.
- Perform light electrical and telecommunication repair and installation. Test and maintain emergency lighting, security cameras, and security alarm systems.
OTHER DUTIES AND RESPONSIBILITIES
- Keep maintenance facility and work areas in a safe, clean, and organized condition.
- Attend and participate in internal and external safety and certification training.
- Assist with responding to citizen requests and complaints, including investigating various matters.
- Oversee the work of seasonal maintenance workers while leading a work crew when assigned by the Public Works Superintendent and provide on-the-job training in completion of work duties.
- Perform other duties and responsibilities as apparent or assigned by the Public Works Superintendent.
Minimum Qualifications / Necessary Knowledge, Skills, and Abilities
MINIMUM QUALIFICATIONS
Education:
High School Diploma or GED.
Satisfactory completion of a post-secondary program of courses in water or wastewater technology at an accredited institution is desirable (one-year credit given towards experience for program completion).
Experience:
One year experience in general, skilled, or semi-skilled labor performing maintenance, repair, construction, or other similar job-related tasks on municipal infrastructure or operating motorized equipment for these activities. Two years or more experience is desirable.
Licenses and Certificates:
MUST HAVE a valid Minnesota Class B commercial driver's license with air brake endorsement;
*Must obtain within 6 months of employment a tanker endorsement.
Possession of a Water Supply System Operator Class D certificate issued by Minnesota Department of Health or obtain within 18 months of employment. Maintenance Workers appointed to the Drinking Water subdivision require a Class D certificate at time of employment and are required obtain a Class B certificate within 5 years of employment.
Possession of a Wastewater Operator Class S-D certificate issued by Minnesota Pollution Control Agency or obtain within 18 months of employment. Maintenance Workers appointed to the Wastewater subdivision require a Class S-D certificate at the time of employment and must obtain a Class S-C certificate within 3 years of employment.
Maintenance Workers appointed to the Streets and Parks subdivisions must obtain a Non- Commercial Pesticide Applicator License issued by Minnesota Department of Agriculture within 18 months of employment.
Maintenance Workers appointed to the Stormwater subdivision must obtain an Erosion and Sediment Control Construction Installer Certificate issued by the University of Minnesota Department of Bioproducts and Biosystems Engineering within 18 months of employment.
Maintenance Workers appointed to the Facilities subdivision must obtain a Boiler Operator License issued by Minnesota Department of Labor and Industry within 18 months of employment.
