About the Position: As a Public Safety Dispatcher the incumbent will provide emergency police, fire and medical services to the public by answering 911 calls, and dispatches appropriate personnel and equipment. Maintains an accurate status of emergency response equipment and personnel to assure prompt and accurate response.

Duties
  • Responsible for caller interrogation to determine the problem and the nature of the call.
  • Monitor and log status and availability of police, fire, and first responders to assure an appropriate is made.
  • Perform crisis intervention with distraught emergency callers during high-risk situations until appropriate emergency field units arrive on scene.
  • Manipulate computer keyboard to acknowledge or defer alarms, determine the priority level of each alarm generated, determine the operational procedures for the alarm, and act in accordance with standard procedures.
  • Access multiple National Database Systems to obtain data pertaining to driver's license, vehicle, registration, identity, criminal history and other highly sensitive law enforcement information.
  • Notify police, fire department, and other agencies concerning incidents when needed. Refer non-emergency callers to appropriate agencies.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires the incumbent to comply with organization uniform policy, and you may be required to wear a uniform.
  • This position has been designated "Mission Essential".
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position requires the employee to obtain and maintain the North Carolina State Division of Criminal Information (DCI) Operator Access Level II Certification within the first 6 months of employment.
  • This position requires the employee to obtain and maintain the Cardiopulmonary Resuscitation (CPR) Certification within the first 6 months of employment.
  • This position requires the employee to obtain and maintain the Department of Defense (DoD) Telecommunicator Level I and the Telecommunicator Level II Certification within the first 6 months of employment.
  • This position requires the incumbent to obtain and maintain a Department of Defense (DoD) Hazardous Materials Awareness Certification within the first 6 months of employment.
  • This position requires the employee to possess the Emergency Medical Dispatcher Certification.
  • This position requires the employee to obtain and maintain the Emergency Police Priority Dispatch System Certification within 6 months of employment.

  • This position requires the incumbent to successfully complete Continuing Dispatch Education (CDE) throughout employment.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes answering telephone emergency 911, and non-emergency calls coming in for police, fire, or ambulance assistance, dispatch emergency personnel and vehicles as needed in accordance with procedures established for priority level; operate dispatching communications software; use automation equipment to log calls, prepare reports of activities, and assist with medical dispatching with emergency callers medical emergencies until appropriate emergency units arrive. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
