Hour Per Week: 40 Rate of Pay: Grade 22 $68,057.60 - $71,460.48 Position Type: Full Time Status: Open Until Filled Apply Now Brief Job Summary The Public Safety CAD Administrator is responsible for performing a variety of complex technical work in systems analysis for 911 Communication systems, as well as developing and maintaining the administration of division databases. This position operates under the general direction of the Chief Information Officer.

Job Responsibilities Maintain and manage the 911 infrastructure, including critical systems, ensuring first-line maintenance and support. Provide professional-level assistance in the development, programming, and operations of management systems for 911 Communications. Be available for on-call support after regular business hours.

System administrator for Computer Aided Dispatch (CAD) software; analyze issues with software programs to determine cause and rectify or escalate internally or externally to the appropriate level of support. Program CAD codes to classify calls for service, recommend appropriate unit responses and prioritize by level of emergency, analyze automatic vehicle locator (AVL) needs for Public Safety Departments; coordinate with other departments to ensure code tables interface for all agencies; and perform other related activities. Analyze issues with ProQA software programs to determine cause to rectify and/or work with the vendor to resolve; coordinate, in conjunction with IT and with vendors for required updates and maintenance; program ProQA codes to correctly classify incidents and interface with CAD.

Consult and work with users to define database programming needs; make recommendations on applications, tests and documents outcome; work with users on implementation issues. Assist in equipment upgrade and purchasing selection process. Perform an advisory or technical leadership role, in conjunction with IT, in the development, testing, implementation, and maintenance of new technology.

Coordinate staff, contractors, or other outside resources in the development and implementation of systems applications and operations. Work with management to determine needs and acquire equipment, software, applications and contractual resources. System administrator for Public Safety Candidate testing software.

Assist in the selection of division personnel by facilitating skills testing for applicants and conducting background investigations on all candidates under consideration for employment. Design, develop and conduct training on current information systems technology and for new system and hardware implementations or significant updates. Work with multiple Public Safety agencies within the county including but not limited to City Police and Lincoln County Sheriff's Office Performs related duties.

Minimum Qualifications Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. Eligible for Department of Criminal Investigations (DCI) certification within six months. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/ internship or having had a similar position for one to two years of increasingly responsible experience in 911 systems administration.

Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. Knowledge, Skills and Abilities Knowledge and Skills Required - Database operations including operating systems that support the databases Knowledge of Windows Server 2012+ Knowledge of virtual server software and servers in a virtual environment Knowledge of backup and recovery software Operating characteristics, capabilities, limitations and service requirements of current hardware, software and equipment in use in the 911 Communications center Operational characteristics, services and activities of a communications and telecommunications program including networking, personal computers, and related operational and peripheral systems Knowledge of CAD in a Communications Center environment Experience with vendor management Pertinent federal, state and local laws, codes and regulations relating to communications equipment Knowledge of modern office practices and procedures Knowledge of county and departmental policies and procedures Knowledge of computers and job-related software programs Knowledge of county purchasing policies and procedures Skill in prioritizing and organizing work Skill in the use of such office equipment as a computer, scanner, fax machine, and copier Skill in oral and written communication. Supervisory Controls The Chief Information Officer delegates tasks based on broad guidelines.

The Communications Center Director conducts periodic audits of completed assignments to ensure adherence to established procedures, accuracy, and appropriateness of the final outcomes. Subsequently, the Director communicates the audit findings to the Chief Information Officer for necessary actions.
