Job description

This is a full-time, FLSA non-exempt position with Carson City Health & Human Services located in Carson City, NV. Under supervision of the Public Health Accreditation and Assessment Coordinator, the incumbent will perform data analysis work collecting data, analyzing and interpreting results, and creating reports for intended audiences.
Salary Ranges:
Individuals may choose between the following Nevada PERS Retirement plans:
Employer-Paid PERS:$35.8393 - $53.7588 hourly / $74,545.64 - $111,818.20 annually
Employee/Employer-Paid PERS:
$30.1987 - $45.2977 hourly / $62,813.40 - $94,219.32 annually.
This is a grant-funded position. This position will continue as long as funding supports it. Should the funding end and not be supported by other funds, the position would be eliminated and your employment with the City would end.

  • Collect, query, and analyze data using standard statistical tools, applications, methods, and techniques.
  • Serve as a data liaison and collaborate with departmental representatives and external agencies on projects.
  • Clean and filter data to discard irrelevant information; assess data quality.
  • Identify and interpret data patterns and trends in data to inform decisions.
  • Assist in the preparation of comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.
  • Format data, and develop charts, tables, and other related documents and graphics to be used for reporting purposes.
  • Establish and maintain standard work procedures governing the appropriate use of data.
  • Plan and document computer data file structure; develop, manage, and maintain statistical databases; perform or lead data entry.
  • Assist with the design, development, and assessment of surveys and data collection techniques to meet the needs of the assigned project and the community.
  • Use existing statistical software and a variety of established statistical methods to gather, analyze, and interpret data.
  • Conduct statistical analyses of Public Health surveillance data using appropriate analytical methods to identify disease outbreaks or Public Health trends.
  • Provide statistical consultation to internal staff.
  • Acquire data from primary or secondary data sources and maintain databases/data systems.
  • Demonstrate courteous and cooperative behavior when interacting with the public and City staff; acts in a manner that promotes a harmonious and effective workplace environment.

Education and Experience:
Bachelor's degree in Biostatistics, Epidemiology, Mathematics, Statistics, Public Health, or related field: one (1) year of data management and analysis experience: OR an equivalent combination of education, training and experience as determined by Human Resources.

REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATION:
All required licenses and certificates must be maintained in active status without suspension or revocation throughout employment.
  • Valid driver's license

KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of:
  • Commonly used statistical approaches and methodologies.
  • Principles and techniques of data collection and summary reporting.
  • City and Department policies, operating procedures, and processes.
  • PC based software applications used in statistical analysis and reporting.
  • Attention to detail.
  • Organizational and time management skills.
  • Verbal and written communication skills, to include demonstrated experience with presentations.
  • Office administrative and secretarial practices and procedures, such as business letter writing and the operation of common office equipment, including a personal computer.
  • Correct English usage, including spelling, grammar, punctuation, and vocabulary.
  • Standard business arithmetic, including percentages and decimals.
Skill in:
  • Collaborating effectively with staff members, public officials, representatives from other agencies, and stakeholders.
  • Preparing clear, concise, informative, and accurate reports on program progress in a timely manner.
  • Data analysis and reporting, including the effective use of statistical software.
  • Strong verbal and written communication skills including group facilitation.
  • Analytical, decision-making, and problem-solving skills.
  • Communicating clearly and concisely to various audiences, both orally and in writing; making effective presentations.

SUPERVISION RECEIVED AND EXERCISED:
Under General Direction- Incumbents at this level are given assignments and objectives that are governed by established work processes. Incumbents have some flexibility in the selection of work methods, the timing of work processes, and the methods of completing tasks. The responsibility for achieving the work objectives, however, rests with a superior. Immediate supervision is not consistent, but checks are integrated into work processes and/or reviews are frequent enough to ensure compliance with instructions.

PHYSICAL DEMANDS:

Mobility to work in a typical office setting, use standard office equipment and stamina to sit for extended periods of time; strength to lift and carry up to 20 pounds; vision to read printed materials; and hearing and speech to communicate in person or over the telephone; exposure to traffic conditions and external environment when traveling from one office to another.1. All new employees will serve a probationary period of twelve (12) months. Such employees are not subject to the collective bargaining agreement and may be laid off or
discharged during this period for any reason.
2. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
3. Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
4. Employees may be required to complete Incident Command System training as a condition of continuing employment.
5. New employees are required to submit to a fingerprint-based background investigation which cost the new employee $56.25 and a drug screen which costs $36.50. Employment is contingent upon passing the background and the drug screen.
6. Carson City participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each applicant's Form I-9 to confirm work authorization.
