Job Title: Marine Mammal Conservation and Recovery Specialist

Description
IBSS is seeking a Marine Mammal Conservation and Recovery Specialist to provide support with conducting activities associated with Mammal Protection Act (MMPA), Endangered Species Act (ESA), and National Environmental Policy Act (NEPA), as well as support the Cetacean and Pinniped assessment and recovery programs.
Key Responsibilities:
- Coordinate the development of analyses and documents associated with NEPA compliance related to marine mammal deterrents pursuant to MMPA and ESA
- Assist in drafting and reviewing Cetacean and Pinniped recovery plans, status-reviews. 5-year reviews, habitat conservation plans, and take authorization as needed
- Assist in developing regulations to protect marine mammals including, but not limited to work related to NEPA, Paperwork Reduction Act, Executive Orders, the Coastal Management Zone Act and the ESA (Section 7)
- Provide support for MMPA and ESA related activities to conserve and protect cetaceans and Pinnipeds, especially North Atlantic right whales, including: assisting with the development of best practices, protocols, guidelines, policies and briefing materials
- Assist in conducting comprehensive literature reviews related to Cetacean and Pinniped science, policy, health, and conservation and in synthesizing and presenting the results of such reviews to inform management decisions
- Support coordination of national marine mammal conservation and recovery programs on priority activities related to the recovery and health of North Atlantic right whales, other large whales, small cetaceans, and Pinnipeds
- Work with staff and others to develop outreach and enforcement strategies and associated materials as it relates to reducing threats to cetaceans and Pinnipeds
- Support various working groups coordinated by the agency that address Cetacean and Pinniped conservation threats
- Help respond to quick turn-around tasks, and media, public, and congressional inquiries; and help coordinate management and research efforts
- Assist with the compilation of administrative records and responses to requests for information from members of the public and state or federal agencies, ensuring compliance with agency and Department requirements for recordkeeping and handling
- Assist with the clearance and recordkeeping of agency documents related to implementation of the MMPA, ESA and/or NEPA, including collating and responding toi public comments proposed in agency actions
Required Skills /Education/ Certifications & Qualifications:
- BS in Marine Science or related field
