Jefferson Solutions, a woman-owned small business, seeks a highly qualified and motivated individual to serve in the role of Proposal Writer to support Jefferson's Growth/BD team. Jefferson provides acquisition, human capital, and program management services to federal agencies. Jefferson,has created a new, virtual, full-time Proposal Writer position that will report to the Executive Vice President and will support the proposal writing process virtually as part of a matrixed structure. This will be 100% telework.
The Proposal Writer/Deputy Business Development will:

  • Lead proposal management, proposal writing, and proposal reviews.
  • Support strategy development and capture efforts.
  • Provide supervision and support to the Business Development team members.

 The successful candidate will have sufficient knowledge of the Jefferson Solutions service areas – federal acquisition/procurement, human capital, institutional support, federal grants management, and program management – to effectively lead proposals, support strategy, and engage with customers and industry partners.

 Responsibilities:

 Proposal Management and Writing (approximately 70% of time):

  • Establish effective processes and manage to those, ensuring that all participants have tools necessary
  • Develop and lead value proposition and solution sessions.
  • Develop tools and guides to facilitate the proposal process.
  • Lead the proposal development process for select, strategically important bids, including writing and managing.
  • When not leading proposal development, provide guidance to Proposal Writers and the proposal coordinator to ensure a smooth process and superior proposal submission.
  • Serve as pink, red, and/or gold team reviewer on proposals.
  • Provide proposals for executive review and finalize submission-ready proposals.
  • Develop and sustain external resources for proposal writing, graphics, and other requirements to deliver a winning proposal.

 Strategic Leadership and Personnel Management (approximately 20% of time):

  • Support strategic planning for company growth, and help to define strategy, budget, and resource allocation for opportunities.
  • Support the executive leadership team in determining strategic directions and identifying priority opportunities and countries.
  • Supervise and oversee staff and consultants.
  • Provide oversight to assigned staff’s capture and proposal management responsibilities.
  • Conduct goal setting, coaching and performance reviews and appraisals for assigned staff.
  • Participate in the recruitment, hiring, and onboarding of new BD team staff as needed.

 Capture and Pre-Positioning (approximately 10% of time):

  • Leverage and build relationships with federal agencies and with potential partner organizations.
  • Attend BD networking opportunities, including association events, career fairs, workshops, and seminars, etc.
  • Assist in marketing efforts to promote company services and capabilities to current and potential clients, partners, and consultants.
  • Identify and track new business opportunities as available from government sources, the organization’s HQ employees as well as consultants and analysis of competitor activities.
  • Lead and support efforts to identify partners for strategic relationships as well as for specific opportunities.
  • Assist the recruitment team in efforts to identify, interview and vet potential Key Personnel.
  • Conduct and/or oversee research on competition, spending trends, and potential partners.
  • Define requirements for Black Hats and establish thresholds and processes to conduct these.

 

Requirements:

  • Bachelor’s degree.
  • Minimum 7 years of experience in proposal writing and management focused on federal RFPs/RFIs.
  • Demonstrated experience in well-established proposal development process
  • Thorough knowledge of government contracting practices.
  • Demonstrated ability to establish and maintain effective working relationships with supervising personnel, co-workers, supervisees, business professionals, and the general public.
  • Demonstrated ability to oversee and manage multiple proposal efforts simultaneously and provide advice and guidance in a timely fashion.
  • Demonstrated ability to exercise good judgment and communicate effectively orally and in writing.
  • Technical knowledge of acquisition/procurement, human capital, institutional support services, and program management service delivery in federal agencies is desirable.
  • Exceptional writing skills are required.
  • Ability to work effectively in a fast-paced, growing business environment.
