ABOUT THE JOB

Tepa Companies is seeking a Proposal Manager to develop high-quality proposals for the Tepa Companies Professional Services Division (Engineering, Environmental and Technologies) within the federal, tribal and private sector markets. This position is responsible for supporting members of the Business Line Teams (Executive Vice President, Business Development, Project/Proposal Teams) through the management, preparation, and timely delivery of compliant proposal documents. This position is supported by an experienced proposal team, including a Technical Editor, Graphic Artist and additional Proposal Managers. The position reports to the PSD Senior Proposal Manager.

Essential Job Functions:

  • Analyze the technical requirements of Requests for Proposals (RFPs), Statements of Qualifications (SOQs), Sources Sought (SS) and other client solicitations to identify compliance items for our response, and formulate a proposal development schedule for writing, editing, reviewing, producing and final delivery via electronic PDF or hard copy
  • Familiarity with the federal Standard Form 330s
  • Coordinate overall proposal development with the project team to verify compliance with RFP/SOQ/SS requirements and deliver document submissions on schedule
  • Use Outlook, Open Asset, MS Teams and SharePoint to organize and manage the proposal process and critical deadlines for the project team and all collaborative partners
  • Communicate with and request information from external sources, including architectural and engineering (A-E) firms, key subcontractors and clients
  • Identify roles necessary to support the proposal process, and provide technical leadership and guidance during proposal development to contributors who are experts in the approach to a particular government/tribal/private client requirement, but are not experts in proposal development/writing
  • Conceptualize, develop/write, and review compelling documents in conjunction with the project/proposal team members while maintaining compliance with technical requirements, including past performance documentation, capabilities descriptions, and management and project plans
  • Conceptualize at a high level; review and integrate visually appealing, informative technical graphics and illustrations (such as charts, process flows and infographics)
  • Work with subject matter experts to understand the processes, technologies, business needs, and other contextual details of a subject matter to elicit the appropriate technical information to compose compliant technical write-ups
  • Evaluate technical sections – text, layout, graphics, compliance with client technical document requirements, etc. - for quality, consistency, coherence and clarity and themes
  • Work closely with the Business Development Managers, Operations/Executive VPs, and subject matter experts to ensure that all input from team members is tightly coordinated, that each section is fully compliant, and that the document incorporates overall response win themes and adheres to established grammar style standards as defined by the Tepa Companies Proposal Management Style Guide
  • Demonstrate attention to the detailed requirements of the solicitation and the working document
  • Schedule meetings, document reviews and technical edits for all ongoing proposals
  • Responsible for the timely complete submission to the client of all proposal/bids/and sources sought documents
  • Coordinate with the proposal team for additional required documents, forms and information
  • Work with the technical editor to remain compliant with the Tepa Style Guide
  • Perform high-level quality control checks for compliance and consistency to produce a high-end, quality document


WHAT WE’RE LOOKING FOR

  • Bachelor's degree in Communications, Marketing, English, or Business, or relevant proposal management experience
  • Minimum 5 years of progressive proposal management experience managing federal environmental and engineering proposals from solicitation release to submission
  • Experience working with team members to tailor technical sections, resumes and project descriptions
  • Experience with client sample projects/problems to support proposal development
  • Experience with a wide variety of professional service proposals, single and multiple award contract structures and diverse acquisition strategies
  • Federal proposal experience required, particularly in the preparation and management of federal proposals ($5-100M+)
  • Experience managing proposal teams with joint venture and/or teaming partners and key subcontractors required
  • Experience with tribal clients a plus
  • Strong writing and editorial skills
  • Must possess the ability to articulate complex technical subject matter to non-experts in a clear and understandable way
  • Must be capable of coaching subject matter experts and other writers to attain this same goal
  • Demonstrated track record of success working in a high volume (multiple proposal) deadline-driven environment
  • Previous experience working in the federal business market and familiarity with federal procurement
  • Ability to think strategically and be detail-oriented as it relates to technical and managerial approaches
  • Ability to articulate verbally and in writing highly complex technical solutions in understandable terms, proposals, schedules and project plans
  • Proficiency in the use of Adobe InDesign and programs within the Adobe Creative Suite along with Office365, including MS Teams, Word, Excel, and PowerPoint to create, edit and produce documents and supporting materials
  • Experience using/managing a digital asset management platform such as OpenAsset.com a plus
  • Experience using a customer relationship management platform (Salesforce) a plus
  • Experience working with, and understanding, confidential company information as it relates to financial stability, industry credibility and proprietary information
  • APMP and/or PMP certification a plus
