Overview:
We are currently seeking a qualified candidate for the position of Property Specialist at the Oak Ridge National Laboratory (ORNL). As the largest U.S. Department of Energy science and energy laboratory, ORNL conducts cutting-edge research to address critical challenges in energy and security. This position resides in the Logistical Services Division of the Facilities and Operations Directorate. The Property Specialist will play a crucial role in overseeing the efficient reutilization, loaning, disposal, and storage of numerous items annually. This position actively participates in coordinating and executing inventories, ensuring accurate documentation, and complying with established procedures. Additionally, the Property Specialist will be involved in managing loaned property, as well as coordinating the tagging and tracking of new property. Responsibilities:
Identification, Tracking, and Reporting:
- Manage personal property loaned to external entities.
- Conduct annual inventories, closeout loans, and provide guidance to loanees.
- Create and maintain electronic files documenting loaned property.
Collaboration and Compliance:
- Coordinate with UT-Battelle Contracts staff, Technical Project Officers, and Loan Requestors.
- Ensure compliance with established procedures, regulations, and documentation requirements.
- Assist with various personal property management activities, including inventories, records, transfers, and disposal.
Technology Utilization:
- Utilize provided technology, including barcode readers, printers, scanners, and digital cameras.
- Update accountable records in the Laboratory’s property database.
- Maintain electronic records for property by filing emails and scanning documents.
- Perform property-related tasks for outside entities via agreements (MOUs, Work Authorizations, etc.).
Excess Property Management:
- Receive, evaluate, and report on ORNL excess property.
- Segregate and prepare items for disposition, resolving any related issues.
- Process items received from other agencies, verifying items against transfer documents and ensuring proper release.
Customer Assistance and Training:
- Provide assistance and training to ORNL employees, subcontractors, and other contractors.
- Assist walk-in customers shopping for reuse items.
- Process items claimed for reuse, including overseeing loading to ensure correct items are removed.
Donations, Transfers, and Sales Activities:
- Coordinate donations to non-profits through state offices and screening days.
- Process transfer approvals and documentation, coordinating shipments of items.
- Oversee internet sales activities, including bidder inquiries and revenue collection.
HFFP Storage Program:
- Manage the Hold-For-Future Projects (HFFP) Storage Program.
- Receive, mark, and label items, maintaining records and inventory.
- Coordinate pick-ups and deliveries from the HFFP warehouse.
Basic Qualifications:
- High school diploma and 5- 7 years of administrative and property experience or associate degree and 2-4 years of administrative and property experience
- Experience in Personal Property Management.
Expertise with MS Office applications.
- Excellent written and verbal communication skills.
- Valid driver’s license required.
Preferred Qualifications:
- AS degree or higher.
- Knowledge of Government Property and SAP experience highly preferred.
- Working user knowledge of ePROP, eQUIP, AssetSmart, or another asset management software.
