Position Description
SUMMARY:
The eXportable Combat Training Capability (XCTC) Program is the Army National Guard (ARNG) capstone training event for Brigade Combat Teams (BCT) to attain T-Level 3 (T3) training readiness. This position is a full-time Exempt (salary) position supporting the XCTC Program and may support work originating at any, or all the multiple scheduled locations of these events. The XCTC Property Specialist primarily works in the Louisville, KY warehouse, but supports exercises with field operations.
RESPONSIBILITIES AND DUTIES:
- Responsible for managing government, customer, and company property.
- Complete supervisory duties as needed, including but not limited to personnel, travel, timecards, and coordination of movement of materials and equipment.
- Perform all aspects of administrative and technical property administration and coordination work: receipt, induction, inventory, record management, loss/theft/damage/destruction (LTDD), maintenance, and disposition of all property, in accordance with Federal Acquisition Regulation (FAR) 52.245-1
- Assist in planning, scheduling, and coordination for the movement of materials and equipment to support periodic XCTC rotations, logistic needs within IMS and through other transportation means.
- Travel required to multiple locations to support the XCTC Program in all stages including but not limited, Pre-Planning, Final Planning, After Action, and rotation
- Perform routine inspections of property records to ensure 100% accountability
- Assist with the operation of an automated asset management system and support all client and vendor requests related to this capability
- Assist in providing briefings, inventory, and demonstrations to support client visits/meetings
- Provide lessons learned and recommendations for continual improvement of exercise support capabilities, effectiveness, and efficiency
- Manage strict inventory control and accountability of exercise equipment
- Participate in and document the issue, installation, maintenance, and recovery of instrumentation components
- Responsible for 100% accountability of all equipment
- Responsible for assisting with resolving customer issues, internal and external that have originated.
- Coordinates activities with other personnel either internal or external (suppliers, transportation)
- Responsible for assisting with the coordination of pack out, unloading, maintenance and shipping of equipment
- Work with the exercise team for exercise support
- Assist in trailer shipment and load planning
- Other duties as assigned
Inventory/Maintenance Responsibilities (include but are not limited to the following):
- Perform daily warehouse activities to include shipping, receiving, inventory, cleaning, organizing, maintenance of all GFP, and operating a forklift; participate in team driven equipment maintenance; and provide input to warehouse operations SOP for exercise support
- Become proficient in how Flex Train equipment works, is prepared, and deployed to exercises
- Operate the Inventory Management System (IMS) for Property Management
- Oversee the Creating, maintaining, and reviewing of the DD Form 2062s (inventory listings) for government and Valiant owned property
- Participate in planning tasks with assigned exercise team
- Must be able to lift 50lbs, consecutively
- Oversee performance of contract work of sub-contractor, contracted to support sustaining equipment
- Estimate annual material and equipment needs to assist in budgeting
Position Requirements
QUALIFICATIONS:
- Minimum of 2 years relevant work experience in Contracts, Logistics, Operations, Program, Property or Supply Chain functions encompassing a strong working knowledge of Logistics and Property Management theory
- Experience in government property and Federal Acquisition Regulations (FAR) compliance areas including interpreting and implementing FAR and DFAR contract property requirements
- Experience ideally in a fast-paced matrix environment responding quickly to shifting priorities, rapid customer requests and holding others accountable to their commitments
- Experience interfacing with all levels within an organization
- Computer experience/certification strongly desired.
- Demonstrate proficient oral and written communication, with strong attention to detail and an ability to interact effectively with people of varying technical abilities (engineers, technicians, and military personnel).
- Demonstrates flexible team-oriented attitude; adapts to changing requirements.
- Able to perform well and adapt in high-stress, fast-paced environments.
EDUCATION REQUIREMENTS:
- Bachelor's Degree (or equivalent) desired.
- 2 years’ experience with the issue, tracking, maintaining and receipt of equipment.
- Proficient in the use of Microsoft Office applications.
- Forklift certification required or able to obtain within 30 days of hire date (On Site training available)
ADDITIONAL REQUIREMENTS:
Must be able to obtain and maintain a Secret clearance and meet other eligibility requirements for access to classified information.
