Summary
The City of Bend is currently accepting applications for one (1) full-time, regular Property & Lease Manager in the Real Estate department. This opportunity is represented by the City of Bend Employee Association (COBEA), and is FLSA exempt (overtime ineligible).

Position Summary
As a member of the Real Estate Department, the Property & Lease Manager reports to the Real Estate Director and is assigned to manage and administer City-owned properties; negotiate and manage leases on behalf of the City and as tenant in non-City-owned property; work with Real Estate Director on the acquisition and disposition of City-owned real properties; negotiate and manage approximately 200 leases of City-owned real property by non-City tenants; and provide general real property, airport leasing, and right-of-way consulting for the City.

Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities.
  • Works with Real Estate Director to manage and lead the development, implementation and administration of programs, policies, procedures and guidelines pertaining to the management of City-owned real and right of way properties.
  • Works with Real Estate Director to manage and lead the negotiation of leases, rental agreements, permits and easements for City-owned real properties; administers leases, including at the Bend Municipal Airport, to ensure compliance with terms and conditions.
  • Works with Real Estate Director to manage and lead the acquisition, sale and/or deed transfer of real City-owned and right of way properties; retains real estate appraisers, reviews property tax and other data sources to determine market value of real property for purchase or sale; advises regarding real property values.
  • Works with Real Estate Director to manage and ensure the integrity of the right-of-way and real property data base to ensure efficient retrieval of information pertaining to right of way, City-owned properties and on-going status reports.
  • Reviews lease revenue records to ensure compliance with lease agreement terms and conditions.
  • Works with the Facilities Division Director to develop annual maintenance program for real City-owned and right-of-way properties to ensure best real estate management practices and compliance with City, State and Federal policies, procedures and standards; reviews and approves contractor invoices. Researches and investigates legal and other issues regarding potential or existing sites, such as value, ownership, environment, zoning and various types of encumbrances, assessment of potential uses, identifies potential customers or appropriate actions.
  • Under the direction of the Real Estate Director, works with the City Attorney's Office and the Procurement and Public Contracts Department to prepare contracts for appraisal and environmental review, orders and reviews preliminary title reports, reviews closing documents with appropriate City personnel and ensures all documents are accurate and handled as required and include conditions of sale as negotiated by the City Council; distributes and files acquisition documents as appropriate.
  • Works with Real Estate Director to develop and manage program biennial budget.
  • Responsible for the continued implementation and administration of the Property Management software ProDIGIQ.
  • Manages compliance with governmental regulatory requirements.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
  • Performs related duties as necessary to achieve the objectives of the position.

  • Legal aspects of real estate transactions and closing documents; and Uniform Relocation Act (URA).
  • Manage a high volume of tasks at one time, including organizing and prioritizing own work and the work of others.
  • Work independently with minimum direction while also working as part of a team and collaborating with others.
  • Demonstrate a high attention to detail.
  • Maintain working knowledge of software programs such as Microsoft Office including Word, Outlook, Excel and PowerPoint and other interactive computer programs as well as cooperating common office equipment.

Education, Experience, Certifications and/or Licenses
The following are the qualifications for this position.
Minimum Qualifications
  • Bachelor's degree (B.A./B.S.) from four-year college or university or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 4 to 5 years' experience in a similar position and/or performing similar tasks.
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.
Preferred Qualifications
  • Knowledge of property management requirements of the Federal Aviation Administration
  • Knowledge of land development process and Oregon land use laws.

Health Reimbursement Account (HRA)

This is an employer-funded account designed to reimburse employees for IRS-qualified medical expenses. Reimbursements are tax-free, and any unused HRA Comp-A fund amounts at the end of the plan year are transferred to the employee's VEBA account following first full year of employment (see below for VEBA account information). Coinsurance (Med-G) funding remaining at plan year end is forfeited and does not roll to the VEBA.
