The Property Asset Manager reports directly to the Project Manager and HQ Government Property Director. This position is responsible for the movement, distribution and storage of materials and equipment. Serves as technical advisor on all property management issues. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive. Manages the 10 life cycle outcomes of Property Managemnt for the V2X, Eagle AFSBn- Fort Liberty program in accordance with FAR Clause 52.245-1, Performance Work Statement, and the Property Management Plan. Manage the company fidicuary accounts with the Installation Property Book Office ensuring accuracy and compliance of records. Coordinate transfers and support to the customer in accordance with AR 735-5 for property and materiel responsibility transfers. Must be able to maintain a professional trasparent relationship with auditing agency ensuring timely submissions and responses to all requested actions. Provides guidance on government regulations pertaining to property accountability; develops, recommends and implement property administration policy. Provide training, mentoring, effective and efficient management of all Government Furnished Property and Company Acquired Property for V2X.

MAJOR JOB ACTIVITIES:
Establishes and maintains equipment records and other documents using Standard Army Management Information Systems, Highly skilled with Logistics Information Systems (LIS), DCMA eTools, eQuip Asset Management Software and/or manual accounting records and reports. Global Combat Support System-Army (GCSS-Army) and Procurement Integration Enterprise Environment (PIEE)
Position will require attending meetings, providing reports and data calls for both internal and external customers.
Presents department in a positive manner to customer and visitors.
Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.
Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
Responsible for managing, monitoring and tracking property based on site location, type, usage , accountability and asset visibility of government provided and contractor procured materials in accordance with Federal Acquisition Regulation (FAR), Subpart 45.5 – Management of Government Property in the Possession of Contractors, the V2X “Government Property Control Manual”, and contract directives.
Responsibility for maintaining & tracking (Contractor Owned, Contractor Operated) (COCO) property and Contractor Leased property.
Primary Key Control Official for the Program. Receive from PBO/Responsible Officer (RO), provide records management, initial issue, documentation, and audit.
Initial document control of a minimum of one marked set of on-hand keys and locks with keys as well as key depository containers (key boxes) for the security of GFE provided keys and locks.
Control and accounted for all keys under Government established key and lock control procedures.
Manage an accurate inventory of all property.
Maintain and update property records.
Acts as the Contractor’s principle property management representative ensuring that all task order requirements are met.
Responsible for allocating and managing staff resources according to changing needs
Provides management direction, technical assistance and oversight to department and upper management, to include overseeing day to day property control operations; may include but not limited to custodial record management, administrative adjustment reports, cyclic inventory reporting, proper storage of propety, sensitive items inventories, receiving, shipping and preparation of all supporting documentation.
Serves as Property Coordinator maintaining property accountability and asset visibility of government provided and contractor procured materials in accordance with Federal Acquisition Regulation (FAR), Subpart 45.5 – Management of Government Property in the Possession of Contractors, Vectrus “Government Property Control Manual”, and contract directives.
Provide technical assistance to departments and upper management as needed.
Manage Property Asset team for proficiencies, qualificiation, required training and ensuring time keeping in accordance with company and contract requirements.
Manage Property Asset staff, allocating resources according to changing needs of the program and providing adequate coverage by checking sign in sheets and using personnel effectively.
Inspects property to ensure compliance with safety policies.
Identify problem areas and respond to mission requirements to perform task order requirements.
Plan and manage projects. Establish property management event schedules and oversee them.
Control resources; monitor the locations and activities of assets; and coordinate the flow of information for Program Management Office and Project functional area resource updates.
Resolve property issues.
MATERIAL & EQUIPMENT DIRECTLY USED:
Computer, copier, printer, scanner, phones, radios, power generations tools and equipment
Microsoft Office Programs, Company sharepoint site and other pertinent software
Personal Protective Equipment (PPE) in designated areas, not limited to head, foot, vision, and hearing protective devices
Government Vehicle while working aboard installation during working hours
WORKING CONDITIONS:
Work is generally performed in a office enviroment.
Duties may occasionally involve working outside, in a warehouse environment with the potential to exterme temperature changes.
PHYSICAL REQUIREMENTS:
Lifting up to 50 pounds unassisted
stooping, climbing stairs, prolonged period of time standing and sitting
Voice projection required to provide briefings without a microphone
Ability to drive a motorized vehicle
Qualifications
MINIMUM QUALIFICATIONS:
EDUCATION/CERTIFICATIONS:
Intermediate level certification from a reputable organization (e.g., Certified Property Professional Administrator (CPPA) from the National Property Managment Assocaition (NPMA), preferred
Minimum associates degree or equivalent experience
Must have at least 10 years of supervisory experience and a comprehensive knowledge of governing regulations, policies, and procedures
Must be able to obtain and maintain a Common Access Card (CAC)
Must be a U.S. citizen with the ability to pass a local background check and earn a SECRET security clearance
Valid State Driver's License
Must be able to maintain driving privileges aboard the Fort Liberty Installation
Must attend Unit Transportation Coordinator (UTC) training as the Alternate UTC for the Program
Must be able to pass a pre-employement drug screening
EXPERIENCE:
In‐depth knowledge of supply program relationships, concepts and methodologies pertaining to Supply / Property Book Accountability and knowledge of Government Property and the Federal acquisition Regulation (FAR), for ACC audit purposes
Must have a comprehensive knowledge of the installation’s supply, services and equipment management processes, related regulations and is required to ensure effective accountability of all assigned property
Intricate knowledge of analytical techniques and causative research skills to identify areas of needed emphasis to recommend improvements
Operational knowledge of the automated supply and service systems utilized
Comprehensive knowledge of the installation’s supply, services and equipment management processes, related regulations and is required to ensure effective accountability of all assigned property
Working knowledge of the following military computer programs:
