Purpose Of Position
To secure Property and Evidence that is seized by the members of the Department and to legally dispose of Property and Evidence in a timely manner. Work schedule is Monday through Friday from 8:00 a.m. - 5:00 p.m.
Essential Functions
Coordinate the organization and operational activities for the Property Unit within the Police Department; establish priorities.
Participate in the implementation of goals, objectives, policies and priorities for Property.
Maintain all physical property held by the Department, evidence recovered, found, abandoned and safekeeping.
Disposition of all property held by the Department in accordance with all legal requirements, procedures and policies. Monitor all property on hand to assure that proper and timely dispositions are made.
File court orders to determine how property is to be disposed of, destroyed, return to owner, public auction or conversion to departmental use.
Participate in the development, organization and implementation of all public auctions.
Destroy or dispose of property as mandated by courts, statutes of limitations, procedures and policies or as instructed by law. Maintain proper destruction files and records.
Maintain and upkeep of property storage facilities including all shelves, lockers, files, bins, cabinets and impound lots.
Participate in the development and implementation of assigned area of responsibility; forecast funds needed for equipment, materials and supplies.
Maintain inventory of office supplies and property supplies and reorder when needed.
Maintain inventory list for money, jewelry, bicycles, vehicles, refrigerator, flammable materials and impound lot miscellaneous items.
Provide assistance to the District Attorney's Office in getting evidence ready for viewing and trial participation.
Maintain compliance with applicable Accreditation Standards.
Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.
Successfully complete any and all course work, training or assignments that may be required under direction of the Crime Scene Unit Sergeant.
Testify in court as required.
Be available for 24-hour call-out on alternating basis.
Other duties as assigned.
Work requires being onsite.
Minimum Qualifications
Education and Experience: Must have High School Diploma or GED. Must be familiar with modern office procedures, methods and equipment including computers and related software and equipment. Must be able to type 20-WPM. Proof of keyboarding skill will be conducted as part of the background process. Must have a valid Texas Driver's License with a clear driving record.
NEEDED SKILLS
Must follow appropriate Departmental General Orders; administrative directives of the City of Tyler Police Department; and pertinent Federal, State and locals laws, codes and regulations.
Must have the ability to read and understand materials concerning the law enforcement and criminal justice processes.
Must have the ability to work independently and solve problems involving complex variables.
Must have the ability to analyze facts and exercise judgment in arriving at conclusions and recommendations.
Must have the ability to deal with others in a tactful, professional and effective manner.
Must have the ability to work under a variety of unfavorable environmental conditions including those involving harsh weather, poor or no lighting or the handling of potential hazardous chemicals and substances. Must be able to work with a variety of weapons including guns and knives.
Must have the ability to perform a variety of physically demanding activities while involved in Property operations that may include walking, stooping, bending, climbing, lifting, carrying, dragging, pulling and reaching.
Must maintain physical condition appropriate to the performance of assigned duties and responsibilities.
*SELECTION PROCESS STEPS*
Medical Test / Drug & Alcohol - Medical examination performed by a licensed physician. The physician must also be able to certify that the applicant is free of drug dependency or illegal drug usage.
Psychological Examination - Applicants will be required to take and pass a Psychological Examination consisting of both a written examination and clinical interview with a licensed psychologist.
Background Investigation - Applicant will be required to complete a Personal History Statement and appropriate releases and paperwork to initiate a background investigation.
Polygraph Examination - A polygraph examination will be administered as a part of the background investigation. The test will include investigation of the applicant's work history; driving history; military history and involvement in criminal activities such as employment thefts and drug usage.
Background and Polygraph will take approximately 4 weeks to complete.
Critical Test - Applicant will be required to test and pass a typing skills test to determine their abilities in data entry.
The selection process should take approximately 3 - 4 weeks.
An applicant who fails to successfully complete any of the required tests or is determined to be unemployable during the background investigation may be restricted from reapplying for the position for a period of time at the discretion of the Chief of Police.
