SUMMARY

The Property and Compliance Manager provides direction, leadership, oversight and quality assurance needed to maintain full regulatory compliance for the housing portfolio for Metro West, Central, Western and North County regions. Coordinates property/portfolio reporting, compliance restrictions and other requests/projects as required. Prepares and/or reviews property reports for the agency and external partners including compliance reporting, lender relationships and negotiations; Monitoring of lender, investor, and regulatory agency project inspections and work closely with property management and facilities to assure findings are corrected; Build and maintain relationships with local and regional offices of various regulatory agencies. Also provide supervision and guidance to the Family Property Managers.

PRIMARY RESPONSIBILITIES

  • Responsible to ensure that all properties/programs in all 4 regions are in compliance with various funding source such as FHLB, HIF, USDA, DHCD, ,tax credit and meet all regulatory and contractual requirements.
  • Regularly interface with services partners to ensure program expectations are met.
  • Develop, propose and lead the implementation of required quality assurance processes and procedures.
  • Develop training materials and provide training to Property Managers and/or Supportive Services staff.
  • Complete understanding of various funding sources attached to all buildings.
  • Conduct property and program internal audits regularly.
  • Develop, propose and implement strategies to improve compliance.
  • Ensure the recruitment and selection of tenants is in accordance with program regulations/funding to determine applicant appropriateness, qualifications for specific programs, verify income, references and Cori checks.
  • Manage the operational and fiscal activities of the department including budgets and financial goals.
  • Monitor and ensure that all occupancy and rental income objectives are met by routinely evaluating account receivables, rental collections, evictions, referrals, and other occupancy-related matters to achieve program and property income goals.
  • Assist with the integration of new buildings into the Housing Continuum.
  • Work alongside the Director of Housing Operations to ensure properties are at fully capacity and operating effectively.
  • Ensure that maintenance items are reported and corrected in a timely fashion.
  • Represent the agency in housing district court as needed.
  • Make referrals to other SMOC programs when appropriate.
  • Oversee and monitor rent collection, security deposits, evictions, tenant issues, and annual unit inspections.
  • Provide emergency “after hours” housing support when needed. 
  • Engage all tenants by understanding and addressing their needs whether within or outside the scope of work.
  • Attend & participate in team meetings as requested and communicate effectively with clients and staff in other areas.
  • Maintain confidentiality of client, tenant, employee and agency information in accordance with federal and state laws and funder requirements.
  • Ensure compliance with program/department, agency and/or funder requirements, as well as, SMOC policies & procedures.
  • Other duties as assigned.

KNOWLEDGE AND SKILL REQUIREMENTS

  • Bachelor’s degree preferred plus related experience.
  • Five to seven years of real estate industry experience, preferably property management with exposure to affordable housing.
  • Knowledge of low-income housing tax credits and HUD housing programs.
  • Strong computer skills including experience with Microsoft Office and property management software.
  • Must possess valid driver’s license and reliable transportation.
  • Strong organizational and interpersonal skills the ability to communicate effectively, orally and in writing.
  • Ability to act independently, as well as carry out assigned duties as required
  • Demonstrate ability to work with diverse groups in various settings a must.

ORGANIZATIONAL RELATIONSHIP

  • Directly reports to the Director of Housing Operations.
  • Direct reports of this position are 2 property managers.

WORKING CONDITIONS

Travel is required. As part of the responsibilities of this position, the Regional Facilities Manager will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.
