Major Functions
The County of Volusia is seeking a Projects Coordinator for the Parks, Recreation & Culture Division. This position is located in Daytona Beach, Florida, and is responsible for skilled technical work including hands on work, planning, coordinating, and scheduling maintenance and construction activities on County owned or leased buildings and grounds.

- May plan and schedule the activities of project & trades workers involved in maintenance and construction activities of all County owned or leased buildings and grounds in absence of Trades Supervisor.
- Coordinates with Trades Supervisor & Operations Manager regarding staff activities for special projects and assignments.
- Coordinates Lucity Work Order assignments with Trades Supervisor and updates associated Lucity data.
- Serve as resource and data input lead for Asset Management System (Lucity)
- Recommends improvements needed to buildings, grounds and maintenance systems. Helps plan the sequential process of construction to properly plan employee activity.
- Assists with developing specifications. Prepares work ups on the costs of labor and materials for each project. Prepares reports on equipment and manpower usage. Maintains inventories of shop and field tools, fuels, lubricants and paint. Maintain and dispenses safety equipment and outdoor clothing.
- Receives work orders, estimates materials to be used and prices these materials. Orders all material used on projects.
- Works with County staff & vendors related to contract maintenance, reviews, verifies and files associated reports & processes payments.
- Reviews and manages contracts for needs and services of buildings & grounds in parks and many county facilities beyond parks.
- Attends pre-bid conferences. Monitors and ensures adherence to contract specifications. Maintains records and reports for quarterly evaluation meetings with vendors. May secure related bids from contractors. May meet with sub-contractors, division directors, etc. to estimate and plan projects.
- Oversees contracts such as janitorial, pest control, mowing, lawn spraying, irrigation sprinkler repair, and similar projects, depending on assignment.
- Monitors invoicing and implementing contract changes. Mediates with vendors on contract compliance. Inspects completed work, resolves problems and complaints county wide.
- Gathers information for the submittal of RQS’s and may process such into the County of Volusia’s electronic system. RQS’s are to be followed from inception to completion.
- May be required to maintain and control inventories in the warehouse, off-sites and vehicles. This includes periodic inspections and database accounting.
- Serves as point of contact to receive and procure parts for daily maintenance work force needs.
- May be required to coordinate property management maintenance issues depending on assignment. May also supervise contracted janitorial staff; building assignments; security lists and access cards and building keys.
- May coordinate with Finance & Fleet on fixed assets and expendable product inventories.
- Serves as active member of division safety committee.
- May schedule routine maintenance of vehicles and equipment.
- Performs other duties as assigned.
- Responds to emergency situations.
Minimum Requirements
Graduation from high school or Vo-Tech school or possession of a GED; and two (2) years of experience in building maintenance or project/contract management.
Must possess and maintain a valid Florida driver's license.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
Knowledge, Skills & Abilities
- Knowledge of the principles, practices, tools, supplies, materials, equipment, and personnel required for building & grounds maintenance and construction.
- Knowledge of all skilled trades.
- Knowledge of cost estimating and maintenance methods and techniques.
- Ability to read blueprints to determine amount and type of materials required.
- Ability to plan, direct, and supervise work of skilled and unskilled employees.
- Ability to submit and maintain accurate records and reports.
ADA REQUIREMENTS:
Physical Demands: Medium to Heavy work. Able to stand, lift (50 lbs.), stooping, crouching, pulling, pushing, kneeling, reaching overhead, climbing, crawling, bending, seeing, peripheral vision and hearing.
Mental Demands: Ability to read and comprehend technical manuals, safety instructions and procedures, schematics, blueprints, layouts, instructions, memos, contracts, grants and letters. Ability to perform shop math. Ability to write instructions, summaries, reports, memos, letters. Ability to speak clearly and concisely.
