Title: Project Programmer - Journeyman
Pay: up to $25/hr
Location: Langley AFB, VA 23665
Length: long term contract
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Work with 633 CES/733 CED CEN Project Programmers to ensure complete facility planning and programming for assigned projects by establishing facility and infrastructure requirements critical for mission accomplishment; proposing the most effective and economical means of satisfying those requirements; identifying the year in which they will be required; and acquiring both the authority and resources necessary to meet facility requirements identified by the planning process.
- Coordinate project requirements with the end user, Air Force staff agencies, 633d Contracting Squadron (633 CONS) and CES/CED leadership to ensure proper evaluation of existing assets in determining the most economical and effective means of satisfying facility needs. With proper coordination, the contractor shall recommend for approval clients' requests for new construction, renovation, and improvements of real property facilities and infrastructure, including utility systems.
- Be familiar with and adhere to all instructions outlined in the 32 series Civil Engineer AFIs.
- Responsible to understand all programming avenues to include operations and maintenance (O&M), non-appropriated fund (NAF), host-tenant, and/or military construction (MCP/MILCON). The contractor shall ensure all programmed projects address environmental and legal compliance requirements and secure required local approvals/permits. The contractor shall coordinate and ensure program/projects are compatible with existing land use and architecture.
- Responsible for all facets of Project Development including, but not limited to:
- Review of initial requests for work
- Investigation of customer requirements as well as other requests and deficiencies in the facility
- Development of scope of work and preliminary parametric estimate
- Development and submission of DD Form 1391s, Environmental Compliance and other pertinent programming documents as required to Air Staff and higher headquarters for justification of project funding/approval; and/or Congressional notification/approval/funding.
- Prepare parametric cost estimates for all assigned projects. Cost estimates shall include, at a minimum, sections for labor, material and equipment costs. The Contractor is required to take the Air Force life cycle cost estimating course through the Air Force Institute of Technology (AFIT). The 18-day course is required by the Air Force Civil Engineering Center (AFCEC) for submission of DD1391 documentation to higher headquarters. The course enforces fundamentals of cost engineering and advanced applications of the Parametric Cost Engineering System (PACES) software. At conclusion of the course, the contractor is required to pass the final exam. The Government will furnish cost estimating software or books. If the contractor fails to pass the final exam after the second attempt, the member will be required to be replaced by a new contractor for this position.
- Knowledge of automated systems and programs such as TRIRIGA integrated workplace management solution, Computer-aided Design Desktop (CADD), Geographic Information System (GIS), project tracking, and other software programs.
SUPERVISORY/MANAGEMENT AUTHORITY
This position will not have supervisory/management authority.
EDUCATION and/or EXPERIENCE
- Completed BA/BS or MA/MS degree from an accredited college or university in Engineering, Architecture, Community Planning, or related field.
- Minimum of three (3) years of related project programming experience is required.
- Professional-level certification and/or registration is highly desirable.
- Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).
- Strong written and verbal communication skills.
KNOWLEDGE, SKILLS AND ABILITIES
- Working knowledge of project programming/DD1391 development practices is required.
- Working knowledge of Quality Assurance and Quality Control principles is required.
- Working knowledge of federal and state codes/guidelines is required.
- United States citizen with a clear background for government security investigation with the ability to obtain a Clearance or Common Access Card (CAC)
WORK ENVIRONMENT
This position is primarily performed in a secured federal office setting, a controlled office environment as well as working outside in a job site environment.
