Basic Function
The Plant Projects Team Lead is a working project manager in the projects group, and reports to the Reliability and Capital Projects Manager. This position serves as the site lead for capital project management and coaches, mentors, and supervises project group personnel to ensure safe, efficient execution of capital projects. This position would also be the site lead for VEP, monitoring and driving execution of established VEP projects and driving site efforts with the evergreen VEP process.
Roles & Responsibilities
Leadership Role:
• Leads/participates in site initiatives driving continuous improvement in Health, Safety, & Environmental
• Delivers GoalZERO performance through strong leadership, employee/contractor involvement
• Leads/participates in incident investigations to identify the root cause of incidents and close findings
• Ensures timely completion of team member assigned action items and/or defined data submissions; participate in review and extension meetings
• Leads development of Long Range Plan for CLO, engaging and receiving endorsement from CLO Staff
• Process owner of the capital Long-Range Plan (LRP) - enters projects and facilitates prioritization, interfaces with corporate cap admin, navigates the appeals process
• Leads the site Capital Project Steering Team
• Provides regular updates to CLT staff on full capital Project Portfolio performance
• Manages performance and professional development of direct reports
• Participates in STI and Merit increase determinations for team members
• Facilitates team development including goal initiation, performance evaluations, and succession planning
• Manages existing VEP Project Portfolio to drive timely execution of existing projects
• Drives VEP Evergreen process to identify new projects and progress them through the process.
Working Role:
• Ensures monthly & annual cash flow forecasting is accurate to best manage cash for site and company
• Tracks, allocates resources and makes decisions needed to meet project milestones
• IPA audit participation and action item resolution
• Drives Northern Region's implementation of best practices, resource sharing, and relationship building
• Develops and maintains site procedures
• Leads Project Review Meetings, and regularly participates in other Project Review Meetings
• Leads/provides technical support in the design and installation stages of projects for new assets and modification of existing assets to minimize life cycle cost and maximize asset availability
• Prepares project-related items required for funding (AFF, AFD, AFE)
• Review & approve change orders, cost variances, schedule impacts
• Spending approval per Delegation of Authority (DOA) guidelines
• Ensures the Code of Conduct and all other Company policies are accurately, and fairly administered
Min. Qualifications
• Bachelor's degree in Engineering with minimum of ten years experience in chemical or refinery industry
• Commitment to health, safety, security, and environmental work processes
• Strong familiarity & experience with the Enterprise Project Management Process (EPMP)
• Excellent communication, influencing skills, and willingness to hold others accountable
• Effective leadership and organization skills with ability to work across multi-disciplinary teams
• The ability to earn the confidence and trust of others through honesty, integrity and authenticity
• The ability to maintain confidentiality with sensitive and private employee information.
• Advanced level of interpersonal capability to provide timely and effective problem solving
• Familiarity with:

  • Industry codes and standards (i.e. ASME, API, ANSI) and their application.
  • Varieties of process equipment
  • Business drivers, management of change requirements, reliability processes, and MOWP
